About Shasha Network:Shasha Network is a non-profit organisation based in Edinburgh, Scotland. Our mission is to support 50 million young people in Africa, aged 16-24, by providing them with essential soft skills and personal development opportunities. Through our innovative use of technology, we deliver digital courses that empower young individuals to achieve their fullest potential and uplift their communities.Role Overview:We are seeking a strategic and execution-focused Rwanda Programme Director & Head of Implementation to spearhead our flagship 'Borderless Classrooms' initiative. This is a hybrid "founder-operator" role, requiring a leader who is equally comfortable in a high-level government ministry meeting and building a detailed Excel Gantt chart. You will be responsible for owning and executing the 100-school pilot, simultaneously building the replicable systems, processes, and proof-of-concept that will unlock scale and funding. You will play a vital role in transforming our strategic vision into a proven, scalable model, building the foundational infrastructure and stakeholder relationships that will deliver immediate impact and secure our long-term future in Rwanda.Key Responsibilities:Government & Stakeholder Relations: Primary liaison with key government ministries and major institutional donors. Manages these relationships day-to-day.Operational Plan Design: Develops the master project plan for the 100-school rollout. This is not just following a plan, but creating the first version of "The Shasha Way".M&E Framework Design: Architects the impact measurement system—deciding what data to collect, how to collect it, and how to report it for maximum storytelling impact.Pilot Execution & Management: Oversees the on-the-ground execution: school selection, satellite internet installations, teacher device distribution, and training events.Process Documentation: Systematically documents all key processes (e.g., school onboarding) to create the scaling playbook.Event Lead: Plans and executes the critical 100-school stakeholder launch event for major donors & other required activation events in Rwanda.Qualifications and Core Must-Have Competencies Required:A bachelor's degree in a relevant field such as International Development, Public Administration, Business Administration, Education, or a related discipline is highly desirable. A master's degree is a plus.Deep experience in Rwanda's education/development sector with existing government networks.Superior systems thinking and operational skills. Candidates need to be a builder, not just a manager.Excellent data literacy and experience with M&E. They must see storytelling as a core deliverable.Strongly Preferred: Experience working with major institutional donors and understanding of their reporting and due diligence requirementsPlease note: Given the critical nature of this "founder-operator" role, we will prioritise candidates with a good track record of delivering complex projects and building stakeholder relationships in Rwanda.
