Job Description

Save the Children (SC) is seeking to hire a Project Manager for the AICS Promosso Project focusing on Food Security and Sustainable Agriculture in Zomba, Malawi. The incumbent will be responsible for overseeing the day-to-day management and coordination of the project, ensuring compliance with donor regulations and meeting project targets. The role will report directly to the Director of Programme Operations and supervise the Technical Coordinator for Food Security and Livelihoods.

The Project Manager will be responsible for managing the implementation, monitoring, evaluation, and financial control of all project components, ensuring high-quality delivery and maintaining strong relationships with donors, government departments, and project partners. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and adjust working hours accordingly. QualificationsTo be successful, you will bring/have: Minimum of a bachelor’s degree with over 5 years practical experience in an appropriate development-related field such as Agricultural Sciences, Community Development, Rural Development, Development Studies, Social Science or Project Management. A self-starter.

Familiarity and compliance to Save the Children’s Values and work ethics. Those with additional tertiary academic and professional training in the relevant subject will have an added advantage. Experiece And Skills10 years of relevant progressive experience in managing agricultural-related projects targeting smallholder farmers. The Italian nationality (or the knowledge of the Italian language) is preferred Problem-solving skills as the results-based approach project. Excellent planning, financial, and budgeting skills Must possess high analytical, MEAL, and reporting skillsExcellent team playerGood communication skillsBe culturally sensitive and allow community participation in all stages of the Project implementation.

Must be well organized and capable of completing multiple tasks before a deadlineKey Areas Of AccountabilityGeneralOverall responsibility for the day-to-day management, coordination, and oversight of the project implementation, liaising with Save the Children ItalyProvide guidance, strong leadership, and ensure rigorous decision-making processes. Ensure that the program is appropriately staffed, including the appropriate combination of expertise across technical and operational areas, building capacity where needed. Inspire, lead, and motivate the project team to deliver project objectives.

Ensure constant support is provided by SC and project partners to the project staffEnsure close coordination and collaboration with relevant government departments, and that project activities are contributing to systems strengthening. Demonstrate high levels of commitment to Save the Children and our vision, mission, and values to ensure our strategic objectives and breakthroughs are met. Representation and AdvocacyRepresent the Project in Food Security and Livelihoods technical committee meetings at the district level Liaise with Specific Coordinators and Communications, and the Advocacy team, develop a technical brief of the project for sharing and learning.

Establish and maintain good relations with the donor representative in the country in order to share progress updates, best practices and position for future funding. Coordinate and liaise with the local government, NGOs, and other agencies involved in the relevant sector. Program delivery, management, and quality assuranceEnsure the development of all project management documents such as phased budget, plans of implementation, procurement plans, monitoring plans, grants filing, etc. Ensure project delivery happens in strict adherence to security policy and procedures. Develop external partnerships and steer the identification of suitable implementers/suppliers and ensure adherence to SC partnership procedures.

Mentor, coach, and supervise staff and partners, including ensuring that they regularly report on financial and programmatic aspects in line with partnership guidelines. Ensure that value for money can be effectively demonstrated to the donor. Ensure that regular monitoring, review, and evaluation are implemented in respect with the highest quality standards Produce high-quality narrative reports and provide budget narratives within agreed reporting schedules.

Ensure project interventions are implemented and adjusted based on regular conflict analysisEnsure project interventions are designed based on an analysis of gender relations and that the program seeks to support the different needs and opportunities of women, men, boys, and girls. Conduct regular field visits, including discussions with project participants. Monitoring, Evaluation, Accountability, and LearningOversee the process of learning, evaluation, capturing, and disseminating lessons from the project for continuous improvement of program performance and overall outcome. Ensure that an effective monitoring system is in place for achieving agreed project targets.

Ensure monitoring and evaluation tools are systematically implemented and used by the teams, in collaboration with the technical staff and Monitoring, Evaluation, Accountability and Learning (MEAL) staff with a focus on a result-based approach. Oversee the project’s dissemination of results and ensure that data collection and analysis inform advocacy. Ensure documentation of project learning, and incorporate analysis and lessons learned into new strategies/activities, communication, and advocacy work. Support spot checks and audit processes throughout the project lifecycle while ensuring the implementation of recommendations. Ensure that partner reports are of high quality. Finance, reporting, and donor compliance.

Take full responsibility for the delegated budget holding function on the project aspects of the organization, and participate actively in finance and program review meetings, and contribute to financial decision making. Ensure that a sound financial management system is in place, as well as that value for money can be effectively demonstrated to the donor. Ensure that quality quarterly and annual narrative and financial reports and deliverables are developed and submitted on time to Save the Children Italy (contract holder), as and when required.

Ensure the development and implementation of the SoP for the project regarding finance, reporting, and donor compliance. Ensure that a consolidated version of bi-annual plans and budgets, and deliverables are submitted on time to the contract holder (Save the Children Italy), as and when required. Ensure regular monitoring and reporting on all project management aspects: phased budget and actual expenses analysis, work-plans progress and updating, procurement plans revision, data collection and analysis, and monitoring of indicators. Ensure compliance with donor requirements.

Focus on ensuring appropriate program closure and readjustment to potentially cover any gapsEnsure compliance with and adherence to Save the Children’s rules and regulations in all aspects. Staff management and capacity building Line-manage the project’s staff in the areas of responsibility as per project design. Lead and motivate the project’s staff, ensuring they have clear objectives and responsibilities.

Create and maintain a cooperative and positive working environment where staff participate in decision making and are supported in progressing towards their objectives, and receive meaningful feedback on their performance regularly, in collaboration with the human resources departments of SCI and partners Provide feedback and professional development opportunities for project staff in collaboration with HR.
