Job Description

TITLE: Project Officer – (Case Management) (FOR MYANMAR NATIONAL ONLY)TEAM/PROGRAMME: Child Protection / Programme ImplementationLOCATION: Central MyanmarNumber of Position: 1GRADE: NAT 4CONTRACT LENGTH: Fixed TermCHILD SAFEGUARDINGLevel 3: the post holder will have contact with children and/or young people either frequently (e. g. once a week or more) or intensively (e. g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff. ROLE PURPOSE:

The case management officer will be responsible for overseeing the partner’s effective and successful planning, implementation, monitoring and evaluation of programme activities in assigned areas - in collaboration with the project team and coordinator. To conduct regular monitoring at assigned areas to alert for all CP cases, to support children and community members in accessing services and receiving proper case and follow up service providers. He/she will work closely with PC and to report PC on information and data of partner’s implementation on all case management activities.

He/she will guide partner staff on case worker’s supervision and coaching, identify competency gaps and ways to improve. Work with the child protection team to ensure close links with case management and community-based child protection mechanism and six grave violation monitoring and reporting mechanisms. Collaborate with other departments/sectors to ensure the implementation is on track according to the implementation plan. Support the partner’s caseworkers to implement case management, as per SC’s Steps to Protection Common Approach and in alignment with the guiding principles and minimum standards of case managementSupport the partner for case worker’s technical competence and practice, promotes wellbeing and enables effective and supportive monitoring of CP case management. Individual Supervision on a weekly basis for 1 hour for each case worker, Case Discussion, Facilitate Case Management team meetings weekly, Conduct Shadowing, Conduct case file review weekly.

Monitoring of the partner’s documentation of cases through review Child Protection Information Management System(CPIMS+)Ensure confidentiality and that data protection and information-sharing protocols are respected. Review and analyze trends in the caseload to inform programming. Assist PM/PC and national Case Management advisor in developing capacity planning for partner caseworkers. Actively engage in all capacity building opportunities, including trainings, shadowing/observation of other, more experienced supervisors, capacity assessments of partner caseworkers as per skills needed and identified in competency framework.

Direct providing case management support to the high risk and complex individual cases where required and provide regular monitoring of all aspects of case management services. Ensuring briefings on child safeguarding and appropriate behavior with children to all case management staff. Ensure any concerns are reported and addressed immediately. Assist supervisor in preparing and holding meetings & trainings as well as developing partner’s monthly work plan and budget estimation. Assist the supervisor in preparing reports on case management activities, progress, and to inform program challenges. Ensuring and maintaining quality of project activities.

Necessary to attend the relevant trainings in order to conduct CP (CM, MHPSS, and CLCP) related activities according to project requirementAny other tasks assigned by supervisor and next level line managerChild SafeguardingResponsibility to create and promote an environment where the Child Safeguarding Policy is effectively implemented. Understand and fulfill their specific and additional responsibilities in achieving compliance of Save the Children’s Child Safeguarding Policy standards and Code of ConductEssential EXPERIENCE AND SKILLS Desirable Demonstrated skills and experience in implementing child protection programming. At least 3 years in implementing and working with children and youth.

The ability of using computer is desirable. High motivation to work under difficult circumstances. Willingness to work flexible hours, including evenings and weekends. Previous experience working for an NGO or other non-profit organization. Good interpersonal, communication skills and attention to detail. Flexible work attitude: the ability to work productively in a team environment & independently. Commitment to and understanding of Save the Children’s aims, values and principles. A commitment to children’s rights, children’s participation, and non-discrimination. Ability to work effectively in a team environment and build strong relationships with partners and community.

Strong knowledge of mental health and psychosocial support (MHPSS) principles, child protection standards, and best practicesAbility to work under pressure in challenging environments. Skills And Experience: Minimum 3 years of experience in CP (Case Management), preferably with children and families affected by conflict or crisis. Excellent communication, interpersonal, and facilitating skills. Ability to work in a high-conflict environment with sensitivity and cultural awareness. Ability to engage and mobilize the community to participate in project activities. Education: University degree on psychology, social science, education, child development, public health, humanitarian related or equivalent experiences.

Communication And Technical Skills Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure Willingness to travel to field and work in difficult environment according to travel requirements Excellent communication skills, including the ability to engage with children, families, and community members sensitively. Demonstrated capacity to work with diverse teams and build positive relationships with stakeholders. General: Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children Commitment to and understanding of Save the Children’s aims, values and principles.
