Title: SEF Construction ManagerTeam: Site, Enclosure and Facilities (SEF)Supervisor: Site, Enclosure and Facilities (SEF) ManagerType: Full timeLocation: La Serena, ChileJob Summary:Reporting to the Site, Enclosure and Facilities (SEF) Project Element Manager (PEM), the SEF Construction Manager will lead the construction management efforts for the SEF element. The SEF Construction Manager will support the SEF PEM to ensure that the SEF construction products (a ~$400M Las Campanas site campus with 5 major buildings) are planned and delivered according to the GMTO safety, performance, budget, schedule, and quality targets. Responsibilities will include supporting the development of the SEF construction cost and schedule estimates, in coordination with the GMTO project and corporate offices and the Agency CM team (ACM; a 3rd party commercial contractor), monitoring progress of all site construction activities, using earned value management (EVM) metrics, and helping to ensure accurate internal and external reporting of SEF construction progress.The SEF Construction Manager will be responsible for overseeing and directing the ACM contractor team and administering the ACM services contract. The SEF Construction Manager, working with various contractors, the ACM team, and the Designer of Record, will support Construction Administration (CA) processes. The SEF Construction Manager, in support of the SEF PEM, will be directly involved in construction risk management processes, developing risk items, and developing risk mitigation plans to manage the construction risks in accordance with National Science Foundation standards. With the GMTO Contracts and Procurements (C&P) team, the SEF Construction Manager will play a key role in planning and executing the international construction procurements ranging from ~$10M to ~$300M. The SEF Construction Manager, in close coordination with the ACM team, will assist the SEF PEM in coordinating construction work with the GMT Site Operations team at the observatory site. The SEF Construction Manager will lead the effort to maintain healthy working relationships within the SEF element, within the GMT project, the ACM team, and with external contractors, suppliers, and stakeholders.Job Duties:Support the PEM in delivering the SEF construction products to agreed safety, quality, budget, schedule, and technical requirementsServe as the cost account manager (CAM) for construction management (CM) contractServe as the CAM for one or more SEF construction contractsCoordinate site construction activities with the CM and construction contractorsEnsure that safety processes are properly implemented and enforced by the SEF team, the CM team, and contractor teams performing work at the site; ensure that safety requirements and standards are properly flowed down in contractual relationshipsEnsure that contractor quality processes are developed and executed according to GMTO standards as defined by the GMTO Quality Assurance Manager, and implemented appropriately by the SEF team, CM, and construction contractorsSupport the PEM in recruiting, hiring, coaching, and mentoring the SEF teamSupport project controls processes to develop and maintain implementation plans, including adherence to element budgets and schedules, identify variances from these plans, develop corrective actions to achieve compliance with plans or modify plans as necessary per project policies and processesPrepare SEF procurement strategies and plans, in coordination with the C&P team, and ensure that GMTO procurement policies are followed in SEF procurements to deliver “best value” construction contracts for GMTOAssist the PEM in ensuring proper flow-down and implementation of export control regulations associated with SEF constructionCommunicate status of construction planning and management to the PEM, deputy project manager (DPM), project manager (PM), and the GMT project teamCoordinate closely with the GMTO Site Operations PEM and teamSupport the PEM in the change control processes during constructionOther responsibilities as directed by the PEMEssential Skills, Knowledge, and Abilities:A minimum of a BS degree in Engineering, Construction Engineering, Construction Management, or relevant related field15 years demonstrated relevant and successful experience with international construction project management and construction contract management at the $100M levelDemonstrated experience working with project management, engineers, and construction management professionals, and contractors in complex international construction projectsDemonstrated understanding, experience, and success implementing construction project management principlesAbility to prepare documents, reports, and oral presentations in EnglishAbility to lead the preparation of construction bid packagesAbility to critically review construction drawings and specificationsDemonstrated leadership, organizational, and management skillsProven ability to effectively manage competing priorities in a rapidly changing environment including safety, budget, schedule, and qualityDemonstrated ability to work efficiently and collaboratively in complex international technical environmentsDesirable Skills, Knowledge, and Abilities:20 years of demonstrated relevant and successful experience with international construction projects and construction contract management at the $100M+ levelExperience leading the delivery of complex international construction projectsExperience with construction projects in remote and/or high elevation sitesExperience with complex construction projects in Chile or other South American sitesProficiency in spoken and written English and Spanish (e.g., CEFR B1 or better)Working Conditions:Open plan office spaceIndoor and outdoor fabrication and construction sitesRemote and austere construction sitesInternational travelPhysical Requirements:Ability to travel by air between US, Chile, and international work sitesAbility to function safely and effectively in remote and high elevation (2500m/8500ft) construction environmentsDirect Reports:Direct reports will vary by workstation and project phase.Featured Benefits:Medical insuranceVision insurance401(k)Dental insuranceDisability insuranceApplying:To apply send your resume and a cover letter to careers@gmto.org.If your skills and experience are a match for the position or if we need additional information, we will contact you.
