An exciting opportunity exists for a talented and passionate individual to join the First Peoples-State Relations Group as Senior Business Analyst and Test Lead at Department of Premier and Cabinet.The First Peoples - State Relations Group is responsible for nation leading work in the areas of cultural rights, self-determination, treaty and truth - an extensive program of priority work with First Peoples. We recognise Victoria's First Peoples as the self-determining drivers of Aboriginal affairs in Victoria.The Community Relations, Heritage Registry and Systems Branch supports the department to administer the Aboriginal Heritage Act 2006, which includes protecting and managing Aboriginal cultural heritage, maintaining a register of Aboriginal places and objects, working collaboratively with Registered Aboriginal Parties, and supporting the Secretary's role in administering Cultural Heritage Permits and Cultural Heritage Management Plans.The Senior Business Analysts and Test Lead will manage a small multidisciplinary team to help deliver direct business outcomes in a modern technology environment with an innovative application. This position will drive application design and testing activities within the Aboriginal Cultural Heritage Register and Information Systems (ACHRIS). The position plays a pivotal role in stakeholder engagement and ensuring alignment between business needs and technology solutions. Through targeted analysis and lifecycle oversight, the role identifies opportunities for performance improvement and cost efficiency, while also managing comprehensive testing activities to ensure system usability and project success. Strong understanding of the software development lifecycle, software testing, and proficiency with JIRA or similar development management applications.Highly developed research, conceptual and analytical skills, with proven ability to collate, assess and consider data/information/issues from different perspectives and present clear and meaningful solutions.Ability to understand, organise and communicate complex information in an easily understandable format, both written and oral, that is tailored to a variety of audiences including technical and non-technical stakeholders.Extensive stakeholder management experience, including planning and facilitating cross-functional workshops, capturing “as-is” and “to-be” processes, authoring comprehensive business requirements documentation, and translating requirements into clear, testable system features.Demonstrated ability to lead and coordinate all phases of testing, including designing and implementing test processes and plans, overseeing and executing SIT and UAT test cycles, leveraging JIRA and Zephyr for test case management, defect tracking and triage.Strong people leadership skills and the ability to clearly define role expectations, monitor performance, provide timely and constructive feedback and facilitates employee development.Mandatory RequirementsFormal qualifications and/or demonstrated capability in a Senior Business Analysts leadership role delivering ICT projects in an agile environment.Formal qualifications and/or demonstrated capability in a Software Testing leadership role delivering ICT projects in an agile environment.For more details regarding this position, please see attached position description for the key selection criteria to address in application.The closing date for this position is Sunday 09 November 2025.How To ApplyApply before the advertised closing date.
