Senior Cost Estimation Manager

Job Purpose:The Senior Cost Estimation Manager is responsible for developing and managing comprehensive cost estimates and budgets across the project lifecycle. This role involves strategic financial planning, analysis to optimize profitability, and cross-functional collaboration to ensure accurate financial forecasting, risk mitigation, and contractual compliance.Responsibilities:Develop and implement comprehensive budget plans and cash flow model, aligning project expenditure with company financial objectives and participating in the formulation of business plan assumptions of the project.Prepare detailed cost estimates and budgets for projects, including base of design, concept, and schematic and detailed design phases.Analyze project tender documents including BOQs, specifications, drawings, and RFIs to develop accurate cost estimatesParticipate in the annual capital expenditure (CAPEX) planning process to align with company objectives.Collaborate with design teams to provide cost estimates for various system options, supporting informed decision-making and value engineering initiatives.Verifying that all project budgets for all types, typologies and benchmarks are to current records of rates and prices of materials, labor, equipment, fuel and energy.Conduct regular reviews of project budgets to ensure alignment with current market rates for materials, labor, and equipment.Support the procurement department in evaluating tenders, developing contract pricing structures, and managing contract variations.Prepare and analyze monthly progress reports, providing financial insights and recommendations for cost control.Maintain and update the company's cash flow model to support financial planning and decision-making.Conduct comprehensive reviews of final project accounts to ensure contractual compliance and accurate financial closure.Establish and maintain a cost data library, including historical tender data and inflation rates, to support future cost estimation and analysis.Knowledge, Skills & Experience:Bachelor’s degree in engineering or construction management.Minimum of 9 years of experience in Project Controls / Cost Management.Strong analytical and problem-solving skills.Excellent communication and interpersonal skills.Languages: Arabic & English fluently spoken and written.Proficiency in MS Office (Word, Excel and PPT).
