Senior Manager, Investments and Fund Management (Contract role)

Responsible for the design, execution, and governance of Dubai SME fund's financial instruments and operations to enable scalable, risk-adjusted funding solutions for startups. The role blends strategic financial planning, credit structuring, compliance oversight, and multi-stakeholder coordination to support Dubai’s D33 economic agenda. It plays a critical role in optimizing fund deployment, enhancing credit performance, and expanding capital partnerships with public and private entities.Core Responsibilities1. SME Fund Structuring & Lending ModelsDesign and implement structured finance instruments including revenue-based lending, credit guarantees, and quasi-equity mechanismsOversee MBRF’s SME finance portfolio, including pipeline generation, due diligence, loan approvals, and repayment performanceDevelop targeted financing frameworks and ensure lending models comply with federal and local regulatory frameworks2. Credit Risk, Underwriting & Portfolio OversightLead credit policy design, including scoring, underwriting standards, and portfolio segmentationMonitor fund disbursements, repayments, and defaults to safeguard portfolio healthConduct stress tests and financial scenario planning to guide fund resilience3. Strategic Finance Partnerships & Capital MobilizationBuild co-funding models and blended finance structures with banks, DFIs, fintechs, and sovereign partnersNegotiate and formalize public-private capital deployment agreementsSupport onboarding of external platforms (e.g., payment processors, credit providers) to strengthen delivery infrastructure4. Fund Operations, Governance & ComplianceOversee operational policies related to fund management, disbursement cycles, and performance reportingEnsure internal controls, audit readiness, and compliance with public finance requirementsLead quarterly fund performance reporting to the Board, fund stakeholders, and oversight entitiesRequirements8+ years of experience in fund management, SME lending, and/or development finance institutions.Deep understanding of fund structuring, credit risk, and blended finance tools.Proven track record of managing credit programs or structured SME financing instruments.Demonstrated success working with government-backed financing schemes or startup/scale-up funding platforms.Strong financial modelling, performance measurement, and fund governance knowledge.*Only candidates with the desired experience above will be contacted*
