Senior Portfolio & Program Manager📍 Brussels, Belgium | 🕒 12-month assignment – Full time (starting January 2026)Are you an experienced leader in digital transformation and strategic program delivery? We’re looking for a Senior Portfolio & Program Manager to drive a major modernization initiative within the Belgian public sector — an ambitious program that combines innovation, collaboration, and social impact.This mission focuses on the evolution of the EGOV 3.0 platform, which centralizes data on professional activities and administrative processes across Belgium. It also includes the development of an advanced fraud prevention and compliance solution, designed to enhance early detection, automate enforcement, and promote fair competition.What You’ll DoLead complex, high-impact transformation programs from strategy to execution.Coordinate multiple project streams, ensuring alignment with business goals and on-time delivery.Report to senior management on progress, risks, and strategic priorities.Foster strong collaboration between internal teams (business & IT) and external institutional partners.Oversee quarterly PI-planning sessions, prioritizing epics and PBIs to achieve maximum value delivery.Promote a culture of excellence, innovation, and continuous improvement.What You BringSolid experience in portfolio or program management within large-scale or public-sector transformations.Proven success managing complex digital initiatives (minimum annual scope around €2M).Expertise in change management and the rollout of enterprise IT solutions.Strong grasp of program governance, risk management, and stakeholder alignment.Familiarity with Scaled Agile Framework (SAFe) and Microsoft Azure DevOps.Understanding of business, application, and technical architecture principles.Knowledge of the Belgian social security ecosystem is a strong plus.Your StrengthsInspirational leader and trusted advisor.Excellent communicator and skilled negotiator.Strategic thinker with a hands-on, results-driven mindset.Collaborative and empathetic team player.Fluent in Dutch or French (native level), with good comprehension of the other language.
