About the DepartmentInvest India is the National Investment Promotion and Facilitation Agency under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India. Key Responsibilities Deep knowledge of Government of India Procurement Rules: Comprehensive understanding and practical experience with GoI procurement frameworks, including General Financial Rules (GFR), GeM (Government e-Marketplace) operations, and relevant circulars/guidelines.Tendering and Contracting: Expert ability to draft, float, evaluate, and manage various types of tenders (e.g., Single, Two-Bid, Expression of Interest) in compliance with GoI rulesFinancial Acumen & Auditing: Strong grasp of budget management, cost analysis, financial due diligence, and preparing documentation for external or internal audits.Vendor/Contract Management: Proven ability to establish and maintain strong vendor relationships, negotiate favourable terms, and enforce contract compliance, including Service Level Agreements (SLAs)Strategic Sourcing: Ability to develop and implement long-term procurement strategies that align with organisational goals, maximise value for money, and ensure continuity of supply.Team Leadership: Experience in building, mentoring, and leading a high-performing procurement team, fostering a culture of compliance, efficiency, and continuous improvement.Stakeholder Management: Excellent communication and influencing skills to collaborate with internal stakeholders (MD Office, IT, Finance, HR, Legal, Administration) and present procurement strategies to senior management.Risk Management: Skill in identifying and mitigating procurement risks, including supplier volatility, regulatory non-compliance, and contractual disputes.Corporate Travel Management & Policy: Expert ability to manage and procure comprehensive corporate travel services (Air/Rail/Ground transport, Accommodation). This includes developing, implementing, and enforcing travel policy that balances employee needs with cost control.Travel Spend Analytics: Advanced skill in utilising data and analytics tools to review travel expenditure. This includes identifying cost-saving opportunities, tracking adherence to policy, managing fraud risk, and reporting key metrics like average ticket price (ATP), preferred vendor utilisation, and Total Cost of Trip to senior management.Qualifications Master’s degree in Supply Chain Management, Business Administration, Commerce, or a related field.Minimum of 15 years’ progressive experience in procurement, vendor management, contract management, or supply chain.Proven expertise in handling tenders and contracts within the Government ecosystem, including significant experience on the GeM Portal (Buyer side).Strong negotiation skills with a track record of delivering cost savings and operational efficiencies.Familiarity with Indian public procurement processes, compliance frameworks, and audit standards.Excellent stakeholder engagement, leadership, and communication skills.
