Job Description

Responsible for promoting, coordinating, and furthering safety and training in Denton Municipal Electric (DME) including, but not limited to, conducting hazard analyses, personal protective equipment (PPE) inspection, tracking and testing, and oversee program development and administration supporting, monitoring, and improving employee work safety habits and DME behavioral-based safety programs.*DUTIES* Schedule, proctor testing, and track DME training programs including, but not limited to, Department of Labor (DOL) apprentice training program Journeyman Lineman and Electrician achievements, continuous education program for Journeyman level(s), and use instructor certification to teach and certify staff required safety skills. Assist with overseeing and implementing the DME safety and training program including, but not limited to, develop safety training curriculum and materials, conduct routine trainings, track employee safety training status, accurately track training data in appropriate system, verify information for the annual safety incentive program, and assess safety training and tracking systems to improve efficiencies. Coordinate safety programs and meetings with internal stakeholders; schedule specialized training with vendors for new, exiting, and highly technical equipment. Stay up to date on applicable laws and electric utility industry safety standards and regulations; convey safety-related information to ensure work is performed according to Federal, State, Electric Utility Industry, Local and City of Denton laws, regulations, polices and standards. Develop DME-specific safety Standard Operating Procedures (SOPs) for implementation at all levels within the organization. Develop and provide training to ensure safe operation of equipment including, but not limited to, defensive driving, cardiopulmonary resuscitation/automated external defibrillator/First Aid (CPR/AED/First Aid), confined spaces, trench safety, Lock Out Tag Out, occupational safety and health administration (OSHA) hazard communication standards (Hazcom), globally harmonized system of classification and labeling of chemicals (GHS), and fire extinguisher. Perform safety audits, vehicle inspections, and tool layout inspections to ensure compliance with applicable Federal, State, and Local laws, rules, regulations, policies, and procedures; provide summary of findings and recommendations to ensure compliance and reduce safety loss. Conduct worksite observations to ensure job site safety including, but not limited to, proper personal protective equipment is worn, proper safe work practices and appropriate use of equipment, behavior compliant with safety rules, policies, and procedures; provide safety improvement recommendations and address unsafe work habits immediately with corrective action and appropriate leadership notification. Respond to emergency accident sites to ensure the employee is safe and taken care of, conduct post-accident procedures including, but not limited to, administering a post-accident drug test as needed, inspect site, gather information, investigate data, prepare reports, and recommend any changes to improve future safety. Assist with operational incident investigations; review and analyze sequence of events, logs, and documentation, perform a root cause analysis, and recommend and/or develop corrective action plan(s) to prevent reoccurrences. Assist with accident investigations and analyze safety incident data to identify trends, patterns of behavior, equipment failure(s), systemic standard procedure patterns; provide recommendations to reduce and/or eliminate employee hazards and reoccurrences. Research and recommend new PPE, tooling, and equipment for DME divisions, update internal stakeholders of new industry trends and equipment. Assist with establishing inventory levels and oversee PPE, staff boot and uniform programs, and inventory; ins ect and ensure all uniform items meet requirements including, but not limited to, fire retardant (FR) clothing meets specifications, vendor follows procedures for quality FR uniforms, employees have acceptable footwear, and climbing and/or steel toe boots are replaced according to the City policies. Maintain Fleet testing data on Vehicle Dielectric, Acoustic Boom Testing, and testing and PPE tracking including, but not limited to, rubber gloves, sleeves, blankets, and hotsticks; utilize approved system of records for tracking purposes and maintenance of data. Provide safety program reports including, but not limited to, safety performance, staff training status and delinquency, OSHA changes, industry best practice recommendations, and inventory levels, as appropriate.*SUPERVISORY/BUDGET RESPONSIBILITIES* None.*OTHER DUTIES*Please note this job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this job. Duties, responsibilities, and activities may change at any time with or without notice.## Job RequirementsEducation, Experience, And Licenses/Certifications Bachelors Degree from an accredited college or university in Safety Management, Industrial Hygiene, Occupational Health and Safety, Construction Management, Engineering, Chemistry, or related field; and, Four (4) years experience in safety, occupational health and safety, or related field,OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.Required Skills/AbilitiesAn individual must be able to perform each essential duty satisfactorily.
