BRAC is an international development organisation founded in Bangladesh that partners with over 100 million people living with inequality and poverty globally to create sustainable opportunities to realise potential.As part of our ongoing commitment to ensuring safe and sustainable water access for all, BRAC is inviting expressions of interest from passionate and qualified professionals to join as Senior Technical Officer for the Equitable and Sustainable WASH Services in Bangladesh Delta Plan Hotspots 2022-2026 project.This role will contribute to a major initiative focused on delivering safe, sustainable, and climate-resilient WASH infrastructure for Bangladesh’s coastal communities, where water insecurity and environmental challenges are pressing concerns. The assignment is expected to begin in late 2025 for a one-year duration.About the Project:The Equitable and Sustainable WASH Services in Bangladesh Delta Plan Hotspots 2022-2026 project, funded by the Embassy of the Kingdom of the Netherlands (EKN), aims to strengthen access to safe and sustainable drinking water for communities most vulnerable to climate-induced water stress. Building on lessons from similar water-insecure contexts, the project draws insights from Bangladesh’s coastal districts, where communities face acute water scarcity due to salinity intrusion, arsenic and iron contamination, and recurring tidal floods.Despite the presence of diverse technologies such as hand pumps, pond sand filters, rainwater harvesting, reverse osmosis (RO), and piped water systems, nearly 30-40% of rural water points remain non-functional due to weak operation and maintenance, limited technical capacity, and low community ownership.To address these challenges, BRAC, in collaboration with TETRA, IRC Netherlands, and Aqua for All, proposes an integrated, market-based model that builds climate-resilient, inclusive, and financially sustainable water services for coastal and water-stressed communities.About the role:The Senior Technical Officer will support the technical aspects of WASH infrastructure design and implementation, ensuring climate-resilient, safe, and sustainable solutions for coastal communities. By reviewing and validating technical designs, preparing BoQs, and generating GIS-based spatial data, the position will strengthen programme implementation, promote standardisation, and contribute to high-quality WASH service delivery across operational areas.Key Responsibilities:Review and validate all technical documents, including designs, BoQs, cost estimates, and quotations, ensuring compliance with national codes, organisational guidelines, and WASH standards.Conduct technical assessments of ongoing and completed infrastructure works to ensure adherence to approved designs and specifications.Design and modify 2D/3D infrastructure designs using AutoCAD and other relevant software, including technical drawings, layouts, schematics, and presentation visuals for proposals and technical reviews.Develop and maintain GIS-based maps of WASH infrastructure coverage, service areas, and spatial analysis; collect, analyse, and visualise geo-referenced data to support planning, monitoring, and reporting.Assist the technical team in designing new infrastructure models, piloting innovative solutions, and preparing engineering components of project proposals.Coordinate with procurement, MEAL, and field teams to ensure technical consistency and quality across project activities.Provide technical guidance, mentoring, and capacity-building support to field engineers and implementing partners.Prepare and maintain technical documentation, design manuals, compliance checklists, and contribute to progress reports, technical briefs, and knowledge-sharing materials.Safeguarding Responsibilities:Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.Qualifications and Experience: Bachelor’s degree in Architecture, or other relevant fields from any recognised university/institution.Minimum 2 years of experience in infrastructure design, drafting, and technical quality assurance, preferably within WASH, NGO, or development projects.Strong understanding of WASH infrastructure design, construction standards, national building codes, and sustainable water solutions.Skilled in AutoCAD (2D/3D), SketchUp, and GIS tools (ArcGIS/QGIS) for design, mapping, and spatial analysis.Experienced in preparing and reviewing BoQs, cost estimates, technical drawings, and design documentation.Proficient in data analysis, problem-solving, reporting, and communication in Bangla and English, with strong MS Office skills.Ability to travel anywhere in Bangladesh.Job Location: Head Office, DhakaHow to Apply: Interested candidates are invited to apply through LinkedIn or submit their updated CV to resume@brac.net, with the position clearly stated in the email subject line, by November 08, 2025.
