ASA's project portfolio spans various industrial and infrastructure sectors, including Cement, Refineries, Water and Wastewater treatment, Power Plants, and Distribution Networks, offering services from Design and Build to operation and maintenance.Job Purpose:Responsible for leading the preparation, evaluation, and submission of technical and commercial tenders for infrastructure projects (Electrical, Civil, and Mechanical). Ensures full compliance with client requirements, technical specifications, and company standards to secure competitive and profitable bids.Key Responsibilities:Lead and supervise the preparation of technical and commercial proposals for infrastructure projects.Review and analyze tender documents, drawings, specifications, and BOQs to fully understand project scope and requirements.Coordinate with engineering, procurement, construction, HR, quality, and safety departments to collect accurate and timely inputs.Prepare and review cost estimates, pricing strategies, and value engineering proposals to ensure project profitability.Conduct risk assessments, identify opportunities, and develop mitigation plans.Review and approve all RFQs to suppliers and subcontractors, ensuring best technical and financial offers.Liaise with clients, consultants, and subcontractors to resolve clarifications and ensure alignment with project scope.Attend pre-bid and clarification meetings to represent company interests and obtain detailed understanding of project needs.Supervise and mentor tender engineers and estimators to ensure consistent performance and compliance with company standards.Ensure that all tender submissions comply with company policies, procedures, and legal requirements.Study electrical infrastructure systems, design drawings, and technical specifications to verify feasibility.Review quantity surveys and BOQs to confirm accuracy of project cost data.Prepare technical submittals, clarifications, and queries for submission to clients.Analyze market trends, competitor pricing, and cost benchmarks to maintain competitive advantage.Conduct post-tender analysis and lessons learned sessions to improve future bidding performance.Qualifications:Bachelor’s degree in Electrical Engineering (or equivalent).Minimum 10+ years of experience in tendering and estimation within the infrastructure or construction sector.Proven experience in managing large-scale infrastructure projects (Electrical, Civil, or Mechanical).Solid understanding of tendering procedures, cost control, and value engineering principles.Excellent knowledge of AutoCAD, MS Office, and tendering/ERP systems.Strong leadership, communication, and analytical skills.
