Job Description

Job DescriptionThe purpose of the Shelter officer position is to oversight under the supervision of the Programme Specialist / Shelter Manager/shelter coordinator the implementation of NRC’s Shelter and Settlement response and related project portfolio in White Nile. The following is a brief description of the role. ResponsibilitiesGeneric responsibilities: Line management of shelter technical assistants (engineering-social) project staff.

Adherence to NRC policies, guidance and procedures;Contribute to Shelter and Settlement strategy development, project proposals and provide input on needs and gaps; Responsible to implement delegated technical portfolio of Shelter projects (activities, budget and project documentation) as delegated from Manager or Project coordinator in line with proposals, strategies and donor requirements, and ensure high technical quality;Provide regular progress reports to Programme Manager/Project coordinator; Promote and share ideas for improvement and necessary changes in the activities;Prepare and ensure that all technical Bill of quantities and scope of works are in line with quality NRC standards;Ensure capacity building of project staff and transfer key skills to engineering assistants.

Liaise and collaborate with relevant local authorities and other key stakeholders;Promote the rights of IDPs/refugees in line with the advocacy strategy;Specific ResponsibilitiesLine Management. Responsible for the direct line management of shelter technical assistants team in White Nile (assistants and technical assistants and daily workers). Strategy Development. Support the Shelter Managers in developing and/or revising the Core Competency Strategies for Shelterand Settlement by providing Area-level analysis and recommendations for needs and response options. Technical Support. Providing technical support and leadership to partners and communities implementing Shelter related activities.

This includes ensuring compliance with relevant minimum standards and collaborative engagement with the technical team in developing minimum technical standards, SOPs and guidance. Partnerships/Contractors. Work in collaboration with the shelter team to identify and develop strategic partnerships (including contractors), monitor the implementation and assess the performance. Assessments. In collaboration with the Shelter overseeing all technical/engineering assessments undertaken by NRC or partners for Shelter or related activities in White Nile state. Assessments may be emergency-focused, Sector-Specific, Multi-Sector Assessments, Market Assessments, etc. Accountability.

Responsibility for ensuring adequate accountability for shelter technical documentation, including Bill of quantities, SoWs, monitoring reports…, as per NRC policies and the requirements of management for Shelter or related activities. QualificationsProfessional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies for this position: Field(s) of Education: Architecture; Civil Engineering; Structural Engineering; Construction Management; or other relevant field. Desirable minimum 4 years of experience of project implementation, managing and supervising construction/rehabilitation projects with private/humanitarian sectors with proven experience on technical and managerial skills.

Experience from working in complex and volatile contexts;Documented results related to the position’s responsibilities;Knowledge about own leadership skills/profile;Fluency in English, both written and verbal;Context related skills, knowledge and experience (shall be adapted to the specific position): Knowledge of the context in Sudan;Fluent Spoken Arabic and English essential. Strong knowledge of MS package (Word, Excel…) and AutoCAD, Revit, primavera. Behavioral competencies These are personal qualities that influence how successful people are in their job.
