Job Description

Provide direction to project team to ensure effective implementation and coordination of project activities/work order for pavement assets and monitor progress toward the achievement of project goals and objectives.Manage and prepare the end-to-end paperwork requirement and approval from authority and HSSE (PTW, Work Permit etc.) for project kick-off to ensure timely execution.Develop project scopes and objectives, involving all relevant stakeholders to evaluate and review technical aspect to meet budgetary objectives and make adjustments to project constraints based on financial analysis.Develop the project schedule and resource requirement/calendar to ensure availability of resources.Perform risk analysis to identify the risk and develop action and mitigation plans to minimize project risks.Manage all activities, outputs, and deliverables including but not limited to plans, evaluation, performance and reporting to ensure projects are completed within timeline and budgets.Collaborate with QA/QC Engineer to validating quality control measurement established in the management plan, documenting quality control evidence, and determining operational and performance qualification to ensure high quality products been achieved.Plan and conduct necessary inspections and/or audit to the construction activities (day and night) to ensure conformance to the quality requirement for both projects and works activities.Establish and maintain effective relationship with internal and external stakeholders such as vendors and local authorities to ensure smooth execution of project plan.Review and evaluate using verification techniques to manage changes in project scope, schedule, and costs to ensure compliance with standard and requirement as well as to develop the project milestone and timeline.Resolve all projects issues and escalate complex issues ensuring that the project stakeholders (especially Project Sponsor) are kept updated with any issues that could impact and affect project outcomes.Establish timely and accurate project dashboard, reports and updates to track the work order implementation and project progress.Manage the final account process to ensure timely closing of project.Monitor the EPI report produced by Designers with concerning to the NCR and NOD raised by MHA and Sections from issuance until closing the NCR & NOD in EPI System.Monitor and track the Pavement Operational Performance of respective Sections based on the monthly results and trends of Expressway Performance Index (“EPI”) and develop action plan for counter measures necessary for any downward trends of the EPI.Position Criteriaa) Possess a recognized Bachelor’s Degree in Project Management or Professional Degree in Civil Engineering or equivalent; OR Post Graduate Diploma in Civil Engineering or equivalent.b) Minimum of 4 years experience in Civil Projects and solutioning - related technical experience for Degree holder in Engineering
