Summary: In addition to the duties of a Senior Procurement Specialist (SPS), the Senior Procurement Specialist II is responsible for providing guidance, cross coverage, support and maintaining schedules for the SPS. This position will also support, train and on-board new SPS in their roles. This position is responsible for providing professional acquisition of supplies, services, and equipment, in the required quantity and quality for the NTTA. It is the responsibility of this position to obtain items via formal two-party contracts utilizing formally advertised invitations for bid and/or requests of qualifications and to perform related work. Under the general direction of the Director, Procurement Services, the Senior Procurement Specialist II performs a wide variety of procurement and purchasing activities and provides technical guidance and leadership to Senior Procurement Specialists. ***Pay Range: $70,566 - $92,850***** Applicants are required to be eligible to lawfully work in the United States immediately. This position is not available for H1-B visa sponsorship. **Responsibilities: Manages procurements from cradle-to-grave. Managing the procurement process throughout the complete procurement lifecycle of projects. Manages and evaluates phases of pre-planning, planning, solicitation, negotiation, administration, contract modifications (CMR, change orders, renewals, extensions), close-outs and termination of assigned contracts.Reviews Procurement Request documentations (PRF-1) specifications/scope, and statements of work. Works closely with program and project managers on proper procurement method for procuring such goods and services.Manages the coordination of the establishment of subcontracting goals and manages the coordination of obtaining insurance requirements.Negotiates contracts, makes recommendations, and communicates awards to vendors.Serves as an advisor to subordinate staff on unusual or difficult policy issues.Consults with user department on requirements development (Scope of Work). Acts as chairperson for procurement evaluation committee and serves on other procurement related committees as needed. Solicits quotations and bids and negotiates prices and terms for contracts.Develops and maintains bidders’ lists for the organization. Prepares formal invitation for bids and requests for quotations, including required special terms and conditions, performance, and technical criteria. Corresponds and communicates with suppliers and internal and external customers regarding contracts, quotes, and bids. Performs and documents RFP, RFQ, RFB and RFI standard workflow procedures. Provides guidance, support, and assists with training for Procurement Specialists.Develops, coordinates with business units, short/long-term acquisition strategiesResolution of contract-related issues.Support NTTA’s Business Diversity outreach effortsDevelops and implements procurement plans and strategies to support business needsAssist in the development, execution of documentation for business processes and training for all Procurement systems including the Supplier Portal, Contract Management system, DocuSign and the ERP upgrades and enhancementsServes as a functional expert for the SPS while applying advanced knowledge and skills when performing procurement responsibilities.Manages second level of issue escalationsProvides guidance to the SPS based on management directionPromotes teamwork within and among the teamHandles more complex and high visibility procurements.Performs other duties as assigned by the Director of Procurement.Qualifications: Minimum: Bachelor’s degree or an equivalent number of years of experience.Five to seven years related experience.Excellent writing and oral presentation skills.Self-driven and self-initiated with ability to work independently with little or no supervision.Ability to prioritize team workflow and adjust as necessary Preferred: Preferred professional certification such as CPPB, CPPO, CPP, CCPM or evidence of continued professional development.About NTTA: NTTA is a political subdivision of Texas created to acquire, construct, maintain and operate toll roads in North Texas.
