The Office of Management and Finance (OMF) oversees the agency’s fiscal operations, budgeting, procurement and contracts, human resources, and other key administrative functions. We provide the internal support and oversight needed to ensure efficient, accountable, and transparent agency operations. OMF does not deliver direct services to the public.
Minimum QualificationsEight years of experience in administrative services; ORSix years of full-time work experience in any field plus five years of experience in administrative services; ORA bachelor's degree plus five years of experience in administrative services; ORAn advanced degree plus four years of experience in administrative services. Experience Substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties: Job Duties and Other InformationWorks with legal team to review and resolve contract terms and clause issues in RFP documents. Manages and directs subordinate staff in monitoring and administering card programs. Directs all agency contracting and procurement functions such that the agency complies with all federal and state laws, regulations, and statutes. Develops and monitors policies and procedures for purchasing. Directs program staff in monitoring contract performance.
Directs, advises, and oversees development of requests for proposal for the agency. Establishes goals and objectives and monitors performance to improve efficiency for the procurement process of the department. Assists agency staff by providing data for the establishment of goals and objectives. Provides technical assistance to business units in the development of contracts that deviate from standard boilerplate language. Provides support materials for personnel in business units that must draft contracts and requests for proposals. Manages the automated contract information system and financial reporting systems.
