Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience. Notes: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e. g. , as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Job Duties and Other InformationServes as the highway safety expert for Stage O studies, local road safety plans, data driven safety analysis, traffic safety records, tort reduction, and safety project management to the DOTD Highway Safety Administrator. Reviews the list of High PSI/other critical crash locations each year and provides recommendations for the candidate sites to District engineers and Regional Safety Coalitions. Reviews and recommends projects for the HSIP and performs evaluations to determine the quantitative benefits based on traffic safety principles and practices.

This involves planning, directing, organizing, evaluating, and providing technical assistance to agency heads, professional engineers, consultants, legislators, attorneys, professors, and safety advocacy groups for all activities and operations involving statewide highway safety. Coordinates and promotes the inclusion of highway safety principles in project design with DOTD headquarters, DOTD districts, Regional Safety Coalitions, and MPOs. Assists Attorney General's Office, Office of Risk Management and LSP in tort reduction program. Assists in reporting safety performance measures outlined in the annual Louisiana Performance Accountability System (LAP AS), and the HSIP Annual Report to the Federal Highway Administration (FHW A).

Recognized by State District Courts as an expert witness in highway safety matters. Provides extremely complex and sensitive expert advice to the Department's Legal Section, Office of Risk Management, Attorney General's Office, Contract Attorney's, and the US Department of Justice in preparing defenses for lawsuits affecting the Department. Position-Specific Details: About this position: This position serves as the statewide technical expert for the Louisiana's Strategic Highway Safety Plan (SHSP), Highway Safety Improvement Program (HSIP), and HSIP sub-programs such as Local Road Safety Program (LRSP) and Safe Routes to Public Places (SRTPPP).

This involves the identification of High Potential for Safety Improvement (PSI) locations, sections, and over represented crash-types including roadside obstacles which may pose potential safety risks to road users. Activities related to this program and sub-programs include Stage O studies, local road safety plans, systemic studies, traffic safety records, tort reduction, and the development and implementation of safety projects and programs to address the infrastructure, operations and data planning strategies identified through the SHSP action plans at the statewide and regional level.

The incumbent evaluates potential highway safety projects and coordinates with the nine District Traffic Operation Engineers and Regional Safety Coalitions on matters dealing with Stage O studies, local road safety plans, and the study of High PSI and other critical crash locations. Provides technical assistance to the HSIP Program Manager, LRSP/SRTPP Program Manager, and SHSP Manager for program level evaluations, project level safety analyses, data planning initiatives, and engineering expertise. This position reports to the HSIP Program Manager and provides assistance as needed for DOTD Executive Staff.

Provides technical expe1tise related to highway safety best practices to the District offices, Louisiana Transportation Research Center (L TRC), Local Technical Assistance Program (L TAP), Louisiana State Police (LSP), Louisiana Highway Safety Commission (LHSC), Regional Safety Coalitions, Metropolitan Planning Organizations (MPOs), Louisiana Complete Street Advisory Council (LCSAC), and LSU Center for Analytics and Research in Transportation Safety (LSU/CARTS). Supplemental Qualification Requirements: This position requires a minimum of 4 years of expertise in traffic engineering, highway safety, or transportation planning. Compensation: There is a biweekly Special Entry Rate of $3316. 00 for this position.
