Job Description

Description of WorkThis position with NCDOT offers full State Benefits , competitive salaries and many career development opportunities. This position is located in the District 1 Office in Halifax. Supports the District Engineer in the supervision and inspection of transportation maintenance and operations activities within an assigned district performing both administrative and field responsibilities, ensuring NCDOT standards are upheld across maintenance, construction, and safety operations. Performs technical oversight, project management, and supervisory responsibilities, on various types of construction projects ensuring adherence to established plans and specifications while maintaining schedules and quality standards.

Performs technical inspection work and surveying to ensure compliance with contract plans, specifications, and standards for complex highway and bridge construction projects administered by the NCDOT. Document work performed, materials utilized, quantify items, and initiate payment for work performed. Review contractor work for adherence to safety standards, quality control, and environmental regulations. Coordinate with contractors, utility companies, local governments, and the public regarding transportation-related issues and projects. Conduct site inspections to assess road conditions, prioritize work orders, and ensure quality control. Address and resolve construction issues, disputes, and non-conformances.

Perform reviews of driveway permits, encroachments, road additions, road abandonments, and subdivisions. Provide technical guidance and mentoring to technicians and interns. Knowledge, Skills And Abilities / CompetenciesManagement prefers applicants that demonstrate the following: Computer experience including office software and drafting software. Experience applying engineering concepts to solve complex problems. Experience reading, interpreting and explaining construction plans, contract provisions, specifications and inspection procedures and related documents/communications Knowledge of mathematical functions including algebra, geometry and trigonometryExperience in taking notes, collecting field data and preparing routine reports. Additional ExpectationsPossess communication and supervisory skills necessary to supervise and train other employees.

Ability to deal with the public and other units in a positive manner. Ability to make inspections in various types of weather and terrain on projects assigned to the office. Ability to interpret engineering drawings and contract documents. Strong organizational and time-management skills. Knowledge of NCDOT specifications, policies, and procedures. Proficiency in the use of various software, programs, and devices such as but not limited to computers, iPad, Microsoft (TEAMS, Windows, Word, Excel, Outlook (email and calendar), GIS, Adobe, SAP, PowerPoint, etc. Ability to work independently, as part of a team, and lead, mentor, and train others.

Associate’s degree in an applicable area of Engineering Technology or Survey Technology from an appropriately accredited institution and seven years of progressive technician experience; or an equivalent combination of education and experience.
