We are looking for a Director, Policy & Partnerships, who will influence the development of thoughtful, evidence-informed policies both operational and governance. This position will collaborate closely with teams across the organization to ensure policies, research efforts, and partnership initiatives align with our strategic direction as well as work to identify potential risks early, maintain oversight on performance, and ensure we are adapting to meet evolving needs.
In this pivotal role, you will ensure Supply Ontario remains responsive, innovative, and aligned with its priorities while focusing on the impact we are making together. Other key responsibilities include: Oversee the development and implementation of the policy, research, and partnership’s function, including strategies, plans, methods, tools, and processes to meet the overall strategic plans and priorities of the section. Contribute to the Supply Ontario (SO) strategy and development of tactics (eg. strategic plan, business plan, operational policy, guidance documents etc. ) to ensure Supply Ontario is meeting its goals and mandate.
Oversee policy development and strategic options to ensure alignment with SO’s priorities, integrating research and environmental scans to identify risks, issues, and emerging trends. Lead the development and execution of SO’s relationship management strategy, fostering partnerships across the OPS, BPS, shared services, and group purchasing organizations to advance SO’s mandate. Plan and manage the delivery of policy and partnership’s function, ensuring consistency with overall section performance measures, governance standards, and best practices and integration with overall SO directions.
Provide policy and partnerships development expertise and advice to SO management and staff in response to issues and risks to achieving SO mandate, providing evidence-based recommendations for change. Lead a high-performing team to foster a culture of service excellence, collaboration, and accountability. Responsible for staffing, training, performance management, and employee relations to support SO’s mandate. Work with the Chief in developing overall operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to the policy and partnership’s function and overall SO matters.
Manages financial and material resources and ensures consistency in corporate requirements and approval processes for financial, human resources, information technology, operational and business planning functions. Champions transformational change and fosters a collaborative, forward-thinking culture, driving innovation and continuous improvement across the section and broader SO programs and services. Develop and manage relationships and consultation with stakeholders impacted by section programs, services, and initiatives to identify trends, issues, and needs. Acts on behalf of a senior executive or Chief. Successful candidates will demonstrate the following: 7+ years of leadership experience in planning and managing policy development, partnership, and engagement strategies.
Proven strengths in relationship management and problem-solving. Degree in Public Administration, Business Management, Business Administration, or related field. Extensive knowledge of policy development principles including collaboration, consistency, flexibility, strategy, and capacity building. In-depth knowledge of partnership development, relationship theories, methods, and best practices. Leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching. Ability to work across SO in the development of policy positions with the goal of producing aligned agendas that further organizational priorities. Strategic planning, analytic, conceptual and project management skills.
Ability to collaborate strategically with a wide variety of stakeholders and balance the needs and interests of diverse groups. Ability to build rapport, create connections, and drive engagement with partners. Strong verbal and written communication skills, capable of clearly conveying complex processes, policies, and partnership initiatives to diverse audiences for effective information sharing. Supply Ontario offers a competitive compensation package including benefits and defined benefit pension plan. The selected candidate will be required to reside and work in Ontario and be legally eligible to work in Canada.
