The Georgia Department of Administrative Services (DOAS) is excited to accept applications for the position of HR Specialist 1 in the Human Resources Administration (HRA) division. The HR Specialist 1 will support the Human Resources Administration, Enterprise Talent Management Services team with providing consultative, advisory, and technical support to state of Georgia agencies with a focus on Talent Acquisition, Talent Management, and Employee Engagement programs and services. This role will also lead and manage two key enterprise-wide employee engagement initiatives:Georgia State Charitable Contributions Program (GASCCP)Faithful Service Awards (FSA)Our Ideal Candidate Will Be Self-aware, With An Understanding Of Human Resource Management Programs And Processes, Specifically Those Related To Employee Engagement, Program Development And Program Coordination, And If Selected Will Be Expected To DemonstrateExceptional critical thinking and analytical skillsSuccess individually and as part of a teamStrong program administration and coordination skillsThe ability to communicate the HRA ETMS unit's vision and mission to State agencies throughout GeorgiaThe ability to build and maintain relationships with HR professionals at all levels throughout diverse communities of interestA strong commitment to the ideals of public serviceJob DutiesUnder moderate to general supervision, the specialist will perform the following:50% of time will be:Support the recruitment and retention unit with expanding the statewide high school outreach program.Attend high school and college career fairs in support of the recruitment and retention unit.Once fully trained, act as tier two for TeamWorks and GA@WORK service requests.Act as Producer as assigned to GA@Work training sessions.Document and respond to customer inquiries related to talent areas (talent acquisition, talent management, and/or performance management).Assist other ETMS team members with program related duties as requested.20% of time will be:Coordinate monthly production and distribution of Faithful Service Award certificates and pins to eligible employees across agencies, technical colleges, and public health departments.Work with the management team and other state agencies to incorporate new types of state service into the service award program, as directed by executive leadership.Liaise with third-party vendors to resolve issues and ensure timely delivery of awards.Manage the FSA mailbox and respond promptly to inquiries from employees and HR offices.Track and report program metrics to evaluate impact and effectiveness.30% of time will be:Manage the charity application process using CRM tools, including review, approval, and communication.Recommend campaign themes and branding for GASCCP.Develop and maintain a comprehensive communication plan for GASCCP, including formal messaging and outreach.Maintain and update the GASCCP coordinator toolkit and handbook.Maintain accurate documentation of all GASCCP and FSA program processes.This position may require some travel.Completion of a pre-employment background check is required.DOAS participates in a hybrid work environment andTelework is encouraged with some days in the office required.Minimum Entry QualificationsHigh school diploma/GED and one (1) year of job-related experience in human resources.Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess ONE or more of the following:Demonstrated work experience in one or more HR areas: talent acquisition, talent management, program coordination, program development, and/or program administrationStrong technical skills, including intermediate to advanced skills in Microsoft Excel, PowerPoint and WordApplications accepted at Team Georgia CareersDue to the volume of applications received, we are unable to provide information on application status by phone or email.
