Job Description

Position - General Manager - QTT (Tank Terminal)Location - SulaymaniyahJob Purpose: Responsible for ensuring safe, reliable and efficient operation of Terminal Facilities. These include safe handling of hydrocarbon product movement, ensure reliable and efficient maintenance and engineering functions, maintain very good contact and coordination with head office and other organizations within the company who are directly/indirectly related to terminal operation. Perform the supervisory function for all levels of employees in terminal who are directly or indirectly responsible to the General Manager. Priority should be focused on safety/economics/reliability of terminal operation.

Directs the activities of operation/maintenance/engineering/QHSE by conducting daily meeting and providing day to day supports as needed for smooth terminal operation. Prepare annual budget for terminal operation and get approved by the company senior management. Maintain regular contact and coordination with the CEO to update terminal operation. Ensure healthy and harmonious relationship among all employees without compromising safety, productivity and efficiency of terminal operation. Main Tasks & Accountabilities: Maintain intimate familiarity with day-to-day terminal operation by conducting daily meeting with operation, maintenance and engineering and provide necessary guidance and support to achieve daily target.

Maintain intimate familiarity with Product Receipt in the terminal by performing following activitiesNumber of Trucks received. Total quantity of product received. Number of Trucks having product Dispatched to the terminal. Total quantity of products Dispatched to the terminal. Review Lab analysis. Review Weight Measurement and accounting of product movement. Follow up storage Tank Management including inventory control by addressing following activities: Level in the Tanks. Total Inventory in the tanks. Tank Transfer Movement with broad focus on eliminating product contamination and avoid over filling of the tank. Condition of Radar Tank Gauging. Mechanical condition and integrity of the tanks.

Coordinate with Head Office and Trading Department to make plan for effective resource mobilization in the terminal by addressing following activitiesNumber of Trucks Movement. Evaluate parking space to accommodate trucks movement. Monitoring of loading/unloading facilities including pumping capacity. Monitoring Safe Work Practices for Truck Movement. Monitoring of Operator’s action for truck loading/unloading activitiesContinue working with the respective organization regarding calibration of various components in the product handling system such as scales, tank radar, flow meters. Also review the calibration with the applicable design and engineering standards. Background Knowledge & Experience.

A Bachelor degree in one of the related engineering majors linked to terminal businessRecognized certificates in team management and leadershipRecognized certificate in risk managementRecognized certificate in crisis managementRecognized certificate in HSEDemonstrated qualification and thorough working knowledge of international codes and standards (ISO, OHSAS, OSHA, NFPA, API, ASME, ASTM etc). In total minimum 20 years of experience in technical, operational or production capacities within oil, gas and chemical terminals, refineries, petrochemical plants, or oil and gas upstream sectors. At least 10 years in management levels from which 5 years at senior management levels at mid-size plants (100-150 employees) or bigger.
