The Deputy Commissioner of Consumer Protection oversees the operations of the Complaint and Dispute Resolution, Agent and Adjuster Licensing, and Customer Service programs. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.This position:and#183; Directs functions and activities in the program area, including staff.and#183; Develops and implements techniques for evaluating program activities and business functions, identifies opportunities for change, and implements process improvements.and#183; Plans, develops, and approves schedules, priorities, and standards for achieving goals and directs evaluation activities.and#8239;and#183; Plans, assigns, and supervises the work of others; performs and oversees administrative functions, such as hiring and evaluating employees.and#183; Collaborates with management to ensure goals and objectives are consistent with the agencyand#8217;s strategic plan.and#183; Represents the agency at business meetings, conferences, hearings, trials, legislative sessions and seminars or on boards, panels, and committees.and#183; Provides regular updates regarding activities, accomplishments, performance, strategies, issues, and operational functions.and#183; Develops, reviews, and approves budgets and major expenditures; and ensures that the requirements of funding sources are met.and#183; Develops policies, procedures, and guidelines, rules and regulations, and monitors compliance.and#183; Reports regularly to the Commissioner regarding division accomplishments, goals, activities, strategies, and performance.and#183; Provides advice to the Commissioner regarding insurance matters related to resolving complaints about various lines of insurance and matters related to licensing, registration, certification, and regulation of individuals requesting to sell insurance or adjust insurance claims in the state of Texas.and#183; Builds and maintains effective relationships with internal and external partners, including other state agencies, professional organizations, and stakeholders.and#183; Drafts, reviews, edits, and approves management, productivity, and financial reports and studies for external audiences in a clear and comprehensive manner.and#183; Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.and#183; Provides analysis and recommendations on complex policy issues, ensuring compliance with federal, state, and local regulations.and#183; Performs other duties as assigned.Qualifications: This position requires:Graduation from an accredited college or university with a degree in business, public administration, management, government, communications, or in a field related to the position.Five years as an executive in the administration of business or government OR as a practicing attorney OR as a certified public accountant.
