OverviewURC is seeking a Technical Director (TD) for the anticipated CDC-funded activity to strengthen the technical and organizational capacity of the Ministry of Health (MoH) to deliver an efficient, resilient, and self-reliant HIV and TB response and mitigate related public health threats in the Kingdom of Eswatini.The goal of this activity is to enhance Eswatini’s response to HIV and TB by providing targeted technical support to government structures, focusing on ending HIV as a public health threat in alignment with global and U.S. government priorities. The project will bolster the Ministry of Health’s technical and organizational capacities for effective program leadership, oversight, planning, and coordination. It aims to increase MoH ownership, efficiency, and accountability while enhancing service quality, monitoring program performance, supporting integrated service delivery, and fostering innovation through evidence-based interventions.ResponsibilitiesThe Technical Director will provide high-level technical leadership, oversight, and direction for all programmatic aspects of the project, ensuring alignment with CDC, PEPFAR, and national priorities. The TD will work closely with the Project Director, Ministry of Health, and partners to ensure coordinated, high-quality implementation of evidence-based technical assistance and capacity-strengthening interventions.Specific responsibilities include, but are not limited to, the following:Provide strategic and technical leadership to guide the design and implementation of evidence-based strategies to strengthen MoH programmatic leadership, governance, and service quality across HIV and TB programs.Lead the technical assistance portfolio, supporting the development, adaptation, and implementation of national guidelines, policies, and frameworks that strengthen health system performance and sustainability.Ensure technical quality and consistency across all project activities, providing expert guidance to MoH departments, regional teams, and implementing partners.Oversee the design and delivery of capacity-strengthening activities to enhance leadership, data-driven decision-making, and performance management within MoH structures.Promote integrated service delivery by facilitating coordination across technical areas and ensuring efficient linkages between HIV, TB, and related health services.Support quality improvement (QI) and quality assurance (QA) approaches to improve health outcomes and institutionalize continuous learning and adaptation.Collaborate with the Monitoring, Evaluation, and Learning (MEL) Director to ensure data informs program design, implementation, and performance monitoring.Contribute to annual work planning and reporting, ensuring technical inputs are evidence-based and aligned with project objectives and national strategies.Represent the project in technical meetings, working groups, and coordination forums with MoH, CDC, and other partners.Support documentation and knowledge sharing of innovative practices, lessons learned, and evidence-based approaches that strengthen MoH leadership and system performance.Perform other duties as assigned by the Project Director or agreed upon with the URC home office.QualificationsAdvanced degree (MD, PhD, or Master’s) in public health, epidemiology, health systems management, infectious diseases, or a related field.Minimum 8–10 years of progressively responsible experience providing technical leadership for large, donor-funded health programs, including at least 5 years in senior-level roles overseeing HIV and/or TB programs.Demonstrated experience in technical assistance and capacity building for Ministries of Health or equivalent government institutions.Proven technical expertise in HIV/TB program management, quality improvement, and health systems strengthening.Familiarity with CDC/PEPFAR programming, policies, and reporting requirements.Strong leadership, interpersonal, and communication skills, with demonstrated ability to engage effectively with senior government and donor counterparts.Proven ability to apply data-driven approaches to inform decision-making and adapt technical strategies.Excellent organizational and analytical skills and the ability to manage complex, multi-faceted technical portfolios.Ability to travel throughout Eswatini as needed.Fluency in English required; proficiency in siSwati an advantage.Citizens of Eswatini are encouraged to apply.Only shortlisted candidates will be contacted.
