The company is a market leader in the petroleum industry in Zanzibar focus on serve onshore bunkering needs, commercial segment as well as a network of retail stations.Job Summary:Due to recent growth, the company is looking for a highly skilled and experienced Technical Manager to lead the operations of a Conventional Buoy Mooring (CBM) system at the private port in Mangapwani, Zanzibar. This role is pivotal in ensuring the safe, efficient, and compliant mooring of oil tankers, execution of bunkering operations, and oversight of installation and commissioning activities. The ideal candidate will have a strong background in Oil & Gas marine logistics, CBM systems, and bunkering operations, with proven leadership in managing technical teams and ensuring high standards of Health, Safety, and Environmental (HSE) compliance. Key Responsibilities:Manage and maintain the CBM system, ensuring operational readiness and compliance with international maritime and oil terminal standards.Oversee mooring operations for oil tankers, coordinating with pilots, tugboats, and mooring crews.Supervise bunkering operations, ensuring safety, environmental compliance, and adherence to port and international regulations.Lead and mentor a team of marine technicians, engineers, and operational staff.Plan and execute installation, commissioning, and certification of mooring and bunkering infrastructure.Develop and implement preventive maintenance schedules for mooring infrastructure and associated equipment.Liaise with port authorities, regulatory bodies, and third-party service providers.Prepare and manage operational budgets, procurement plans, and technical reports.Ensure full compliance with HSE policies and procedures across all operations.Conduct risk assessments and implement mitigation strategies for marine and bunkering activities.Support emergency response planning and execution.Qualifications & Experience:Bachelor’s degree in Marine Engineering, Naval Architecture, or a related technical discipline.Minimum 5-6 years of experience in marine terminal or offshore Oil & Gas operations, with at least 3 years in a managerial role.Proven experience with CBM systems, bunkering operations, and marine logistics.Strong understanding of IMO, ISGOTT, OCIMF, and O&G industry standards.Familiarity with Ship-to-Ship (STS) operations and marine safety protocols.Demonstrated experience in installation, commissioning, and certification of marine systems.Excellent leadership, communication, and problem-solving skills.Ability to work in a remote coastal environment and manage multicultural teams.Preferred Certifications:STCW Certification (if applicable)HSE Management Certification (e.g., NEBOSH, IOSH)Bunkering Operations Certification (e.g., OCIMF, ISGOTT training)ISPS Code AwarenessOCIMF SIRE FamiliarityOil & Gas Terminal Safety TrainingCommissioning & Installation Certification (e.g., API, ABS, or equivalent)Benefits:2 years Expatriate Contract, renewable based on performance and operational needsCompetitive salary packageAnnual flight ticketsResidence and work permit sponsorshipAccommodation and transport supportRelocation assistance (if applicable)If interested to explore further, please respond with your CV and contact details.
