Proposal ManagerSalary range: $112,000 - $130,000 annuallyYour Opportunity: TechSource is seeking a full-time Proposal Manager to work in our Enterprise Proposal Center, reporting to TechSource’s Senior Proposal Manager. You will team with individuals across the company to support complex proposal development efforts. TechSource applies a standardized proposal process to manage and support proposal development activities related to strategic contract vehicles, task order proposals, data call responses, and content management.
You will manage source materials, pre-proposal coordination and preparation, and active proposals, partnering with the Senior Proposal Manager, Capture Managers, and technical subject matter experts (SMEs) to help write and assemble compelling and compliant proposal content (e. g. , technical and management approaches, past performance, resumes). You will work remotely within the United States, with regular cohort interaction via Teams, or in our Albuquerque or Los Alamos (New Mexico) or Germantown (Maryland) offices. What You Will Do: Manage proposal development, following a standardized proposal process, from pre-proposal stage through proposal submission.
Partner with other Proposal Managers when multiple, concurrent proposals are active, to balance workload and maximize productivity. Produce and manage schedules, annotated outlines, compliance matrices, proposal kickoffs, and technical solution sessions. Ensure win themes and discriminators are well-articulated and consistent throughout final proposal documents. Provide technical writing, editorial, and formatting support (i. e. , assembling summaries from source material, rewriting text where necessary to ensure a consistent tone and compelling narrative; reorganizing paragraphs and sections into logical order; and ensuring documents are written in one voice). Facilitate proposal reviews (e. g.
, Pink Team, Red Team) and make recommendations to ensure compliance and increase proposal “scoreability. ”Support other business development professionals with market analysis, editorial support, volume management, review participation, and slide deck preparation. What You Will Need: 7 years of experience producing federal contractor proposal documents in a team environment. Bachelor’s degree (or 15 years of federal contractor proposal experience). Demonstrated ability to organize materials, tasks, and staff to accomplish high-visibility, high-pressure proposal deliverables on time and within budget. Desktop publishing proficiency, using Microsoft 365 applications and Adobe Acrobat. Familiarity with AI and its use in developing compliant and compelling proposals.
Strong collaborative skills in a team environment and a strong desire to learn. Strong organizational and written communication skills. Ability to obtain and maintain a Department of Energy security clearance.
