Job Title: Manager – Liaisoning & Tendering (Power, BESS, Metering & EPC)Location: Abuja / Lagos, Nigeria (Primary Base: Abuja with travel across Nigeria)Industry: Power & Renewable Energy / EPCJob Summary:Skipperseil Nigeria Limited is seeking a highly capable and strategic Manager – Liaisoning & Tendering to drive regulatory engagement, government relations, stakeholder management, and end-to-end tendering for BESS, metering, and EPC projects. This hybrid role is critical for enabling business development, securing large-scale tenders, ensuring statutory compliance, and strengthening relationships with key government agencies, utilities, and development partners across Nigeria.The ideal candidate will possess strong networks within Abuja’s public sector, have hands-on experience in technical tendering, and be able to navigate regulatory processes while supporting project execution and market expansion.Key Responsibilities1. Liaisoning & Stakeholder ManagementBuild and maintain strong relationships with government authorities, regulatory bodies (NERC, TCN, NEMSA, REA etc.), and utility companies (DisCos).Represent the company in official meetings, regulatory consultations, and compliance reviews.Engage community leaders, host communities, and local stakeholders for project approvals and community buy-in.Facilitate government approvals, permits, licenses, statutory compliance, and documentation for all ongoing and upcoming projects.Monitor regulatory changes in the power and renewable energy sector and brief management on risks, opportunities, and compliance requirements.Support business development teams with high-level relationship management and stakeholder engagement.2. Tendering & Bid Management (BESS, Metering & EPC)Lead the complete tendering process for EPC, metering, and BESS projects—including RFP review, documentation preparation, bid compilation, and final submission.Analyze project scope, BOQs, technical specifications, and client requirements to prepare competitive technical and commercial proposals.Coordinate cross-functionally with engineering, procurement, finance, legal, and project teams to gather accurate technical and financial inputs.Prepare tender pricing sheets, compliance statements, supporting documents, and bid clarifications.Maintain a comprehensive tender tracking system for ongoing, submitted, and upcoming opportunities.Engage OEMs, subcontractors, and vendors for quotations, technical data sheets, compliance documentation, and costing inputs.Participate in pre-bid meetings, site visits, clarifications, client negotiations, and post-bid discussions.3. Business Development SupportIdentify new tender opportunities with DisCos, government agencies, REA, donor-funded programs, and private clients etc. Provide market intelligence on tender cycles, regulatory developments, and competitive positioning.Support strategic bid decisions and ensure alignment with organizational growth goals.4. Reporting & ComplianceEnsure all tender submissions meet regulatory, technical, and statutory requirements.Maintain accurate records of correspondence with regulatory agencies and stakeholders.Provide periodic updates to top management on liaisoning issues, regulatory risks, tender progress, and critical developments.RequirementsBachelor’s degree in Electrical/Mechanical Engineering, Public Administration, Political Science, Law, or related fields.Master’s degree or any certification is an added advantage.8–12 years of experience in tendering, stakeholder management, regulatory affairs, or government relations within the power, renewable energy, metering, or EPC sectors.Strong understanding of Nigeria’s power sector landscape, regulatory procedures, and compliance frameworks.Proven track record of preparing and winning large-scale tenders with DisCos, REA, or government agencies.Excellent communication, negotiation, interpersonal, and documentation skills.Strong network within Abuja’s government, energy agencies, and utility companies is essential.Ability to work independently and travel frequently across project locations.Proficiency in MS Office (Excel, Word, PowerPoint); knowledge of ERP/CRM tools is a plus.Travel allowances and statutory benefitsAnnual performance incentives (as applicable)
