The European Union Delegation to the Federal Republic of Nigeria and ECOWAS is looking for a Budget Officer - Finance, Contrats and Audit Section (FCA) - Post No. e-DEL HRM No 48645 and SYSPER 2 No 113064We areThe European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.The EU Delegation to the Federal Republic of Nigeria and ECOWAS works in close coordination with the EU Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Nigerian government in areas that are part of the EU’s remit.We offerThe post of Budget Officer (Local Agent Group 1) in the Delegation’s Finance, Contracts and Audit Section (FCA). The team consists of 12 people and there are occasional atypical working hours. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Team Leader of the Finance, contracts and Audit Section, providing support, expertise and assistance in the contractual and financial management of projects and programmes funded by the European Union, in particular with tender procedures, calls for proposals, contracts, payments and follow-up of audit matters.The contract duration is two (2) years that may be extended depending on the needs.Following Main Tasks And Duties Are Currently RequiredApplying sound financial management in the financial cooperation programmes and projects, while ensuring compliance with the rules and regulations in force.Ensure financial initiation, control and accurate information of the financial transactions under the responsibility of the agent and that the adequate financial circuits are followed. Ensure the accurate encoding/registration and financial initiation of payments, clearings, recovery orders, waivers and ensure the quality, including accuracy and comprehensiveness of data entered into IT Systems and databases.Assistance with the monitoring and budget implementation of financial decisions.Assist in the preparation of files for Calls for Tenders and Calls for Proposals; ensure their financial initiation and participate in evaluation committees. Perform the function and duties of secretary in tender procedures and calls for proposals in direct management; attend evaluation committees under indirect management as observer.Ensure control and initiation/verification of procurement and grant award procedures.Assist in the preparation and negotiations of technical and financial aspects of contracts.Ensure the financial initiation of new contracts, amendments and closures; analysis of draft contracts and riders; general management of the contracts.Promote and ensure the correct archiving of files, in cooperation with the section’s Secretariat.Financial and accounting statistics using the relevant databases.Liaise with the operational sections.Assist in audit activitiesTake part in field missions to monitor the projects.Support the preparation of financial reports, accounting statistics and financial data analysis using the relevant databases (RAC, RAL, payment forecasts, forecasts, EAMR, annual reports, ad hoc reporting) and follow-up of Key Performance Indicators (KPIs) and other EAMR indicators.When required, undertake other assignments that may be needed in view of the efficient functioning of the Delegation.In addition to the salary offered, there is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan. The expected start date will be in March 2026.Minimum Requirements / Eligibility CriteriaEnjoys civil rights and meets the legal requirements for employment under Nigerian labour law.Excellent command of English, fluency in spoken and written (C2 Level).Bachelor’s degree in Finance, Law, Audit, Business Administration, Public Administration, or other relevant fields related to Finance and Audit.Professional experience in Finance, Contracts, and Audit, with:At least 6 years of proven and relevant working experience (preferably within an international organisation or an entity dealing with development aid and projects) in finance, law, audit, or equivalent.At least 2 years of experience in tendering and finance/contract management in the private or public sector.Knowledge of project monitoring methods and techniques, including the logical framework.Assets / selection criteria The Following Will Be Considered As AssetsAbility to interpret financial data at an intermediate level, with a high degree of numeracy.Full computer literacy, including all relevant MS Office applications.Working knowledge of French.Master’s degree in any of the fields listed above.Additional qualifications or experience with EU financial procedures.Familiarity with the 11th EDF and other EU development cooperation instruments, including EU project management cycle and procurement/financial procedures.How To ApplyPlease submit your application to eeasjobs-088@eeas.europa.euApplications should consist of a letter explaining your interest and suitability for this position and Europass CV (each 2 pages maximum).
