Background and ContextThe Ministry of Health (MoH), Government of Sierra Leone, in partnership with the National Medical Supplies Agency (NMSA) is carrying out a series of strategic actions to strengthen the national health supply chain system under the Global Financing Facility’s Challenge Fund’s “Supplies for Salone” (S4Salone).
These initiatives are guided by the National Health Supply Chain Strategy (NHSCS) 2023–2027. As part of this effort, the World Bank is looking for a national Supply Chain Specialist to provide technical support across several key areas, especially those related to creating an integrated supply chain roadmap, improving regulatory coordination, and increasing operational efficiency among supply chain stakeholders.
Scope of the AssignmentProvide technical support to the National Medical Supplies Agency, Ministry of Health in developing and executing strategic supply chain activities, including designing the supply chain integration roadmap, enhancing supply chain processes, working with partners and ensuring alignment with national priorities. The Supply Chain Specialist will be responsible for: Regulatory and Policy AlignmentReview existing supply chain policies, SOPs, and regulatory frameworks. Identify areas of fragmentation or duplication. Support alignment of partner supply chain investments with NHSCS priorities.
Development of the supply chain integration roadmapProvide technical inputs into the assessment of current supply chain processes and identification of integration gaps. Identify bottlenecks in warehousing, distribution, and last-mile deliveryFacilitate consultations with key stakeholders to inform the development of the supply chain integration roadmap. These stakeholders will include, but are not limited to: Ministry of Health (MoH); National Medical Supplies Agency (NMSA), Pharmacy Board of Sierra Leone, Directorate of Pharmaceutical Services,Directorate of Policy, Planning and Information, District Health Management Teams (DHMTs), National disease control programs (e. g. , NMCP, HIV, TB), Health Development Partners (e. g.
, UNICEF, UNFPA, WHO, Gavi, Global Fund, World Bank), Implementing partners (e. g. , Project Last Mile, Helen Keller Intl, CHAI, Jhpiego),Other Government Ministries, Departments and Agencies (e. g. Ministry of Finance, National Revenue Authority) Civil Society and Patient Advocacy Groups, Relevant academic and training institutions involved in pharmaceutical supply chain capacity building. Educational QualificationsA university degree (bachelor’s or higher) in Pharmacy, Supply Chain Management, Public Health, or a related field. Professional Experience At least 7 years of progressive experience in health supply chain management in Sierra Leone or comparable environments. Proven experience in aiding the development or integration of national supply chain strategies. Technical Skills and Competencies: Proven ability to lead and coordinate diverse technical teams and stakeholders. Familiarity with the health supply chain and M&E systems in Sierra Leone is necessary. Strong facilitation and consensus-building skills to drive alignment across diverse stakeholders.
Ability to produce clear, structured reports and technical summaries for high-level stakeholders. Soft Skills, language skills, and others Strong interpersonal, communication, and facilitation skills. Ability to work collaboratively with government stakeholders, donors, and partners. Ability to synthesize technical information into actionable points. Fluency in English (written and spoken) is required. Knowledge of local languages or Krio is an asset, but not mandatory.
Duration of Contract and Supervisory Arrangements The initial tasks for this consultancy are expected to take 40 days between September 2025- January 2026 The selected candidate will report to the World Bank co-Task Team leader coordinating S4Salone, with dotted line reporting to the Managing Director of NMSA. The consultancy might include a mission travel to the selected locations, facilitated by the World Bank Team.
