The role of the Community Liaison Officer (CLO) is to provide professional support for the management of relations with local community stakeholders living close to the project site. The CLO acts as a key point of contact to enable community members to engage with the TotalEnergies and plays an integral role in implementing the TotalEnergies’s community relations strategy at the local level. She/he understands communities’ expectations, needs, interests, concerns and levels of influence; and how project activities might affect community well-being and community dynamics. She/he enables TotalEnergies and the local communities to:
build relationships based on trust and mutual respect; represent community concerns and grievances to the company; ensure that issues are resolved promptly, fairly and consistently; and secure and maintain broad and long-term community support for the company’s activities. A key objective is to ensure that construction is completed on time, to a high quality, without causing harm to the environment, local livelihoods or society, while building mutually beneficial relationships with local community members.
In all cases the objective of the CLO role is to support sustainable development and the protection of human life, health and the environment, and to add value to the local communities. Essential Responsibilities: Engage with relevant stakeholders (as per stakeholder mapping) and update Stakeholder Engagement Plan (SEP):
Regularly update and consult the list and map of stakeholders from SEP,Maintain an informal, individual and regular relationship with priority stakeholders, in line with Stakeholder Engagement Plan,Informally keep abreast of local developments and report on significant events,Listen to external stakeholders’ opinions, concerns, perceptions, points of satisfaction and expectations, detecting weak signals and passing them on to the project team, and making proposals,Maintain close relations and coordination with Safety team,Use stakeholder mapping techniques in risk identification and assessment, and explain the results to managers,Ensure good neighborhood relations between local communities and the contractor's employees,Communicate with local communities:
Ensure that information about the project is shared with the community in an effective, appropriate and timely manner, using appropriate information-sharing tools (communication media),Support the preparation of targeted information packages for community consultation,Participate in the organization of information sessions organized by the project in collaboration with the contractors and local communities,Ensure that meetings foster a relationship of trust between the project and stakeholders,Ensure impartiality in relations with the various stakeholders,Analyse the results of community consultation and present these to colleaguesDevelop a grievance management procedure:
raise awareness of local communities, publicize the system, receive, report and record on grievances and their resolution, respond and ensure follow-up and traceability,General management: Report to the line manager regarding his/her activities and the day-to-day situation in the communities,Report against key performance indicators (KPI), minor and major issues as well as emerging issues in the communities,Liaise regularly Social correspondents from affiliate and/or headquarter to ensure compliance with Company’s social management referential,Support incident and crisis response activities, and ensure liaison with relevant stakeholders from contractors and communities,
