Job Description

Under the general supervision of the Chief Legal Counsel, this position provides legal counsel to the Governor and the Chief of Staff to interpret legal opinions and advise senior staff accordingly. Work is highly confidential and performed as provided by established policies, laws, and regulations in the Virgin Islands. Duties and ResponsibilitiesProvides legal counsel to the Governor’s Office relative established policies and procedures. Conducts legal research necessary for law amendments. Provides assistance with contract negotiations as needed in drafting contracts. Provides assistance with general bill reviews and provides legal opinions on best practices.

Drafts legislative proposals and coordination of legal drafts for review by the Governor and Senior Policy staff. Drafts executive orders and other legal drafts for departmental rules and regulations. Provides assistance to the Governor’s Policy Team as necessary. Performs other duties as required. Minimum QualificationsCompletion of Juris Doctorate degree from an accredited law school, and three (3) years of experience in law practice, governmental or private law; or LL. B. or J. D. degree and certificate of admission to the Bar of the highest court of any state or the territory.

Skill in researching. Ability to work independently. Ability to prioritize workload for effectiveness in meeting deadlines. Ability to be a self-starter. Ability to speak and write effectively. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to conduct research and accurately analyze findings. Ability to recognize and maintain confidentiality. Ability to make presentations before management, public groups, and staff. Ability to maintain effective working relationships in the workplace.

FACTOR 2- SUPERVISORY CONTROLSSupervision is received by the Chief Legal Counsel. Incumbent is expected to exhibit initiative and independence while performing work as prescribed by the supervisor. Work is reviewed through meetings, discussions, evaluations, and reports. FACTOR 3- GUIDELINESGuidelines include policies, laws, and regulations in the Virgin Islands. FACTOR 4 – COMPLEXITYWork requires various processes and methods applied to established administrative or professional fields. Problems are typically the result of unusual circumstances, variations in approach, and incomplete or conflicting data. The incumbent must interpret data and refine methods to complete assignments in accordance with departmental, federal, and local policies.

FACTOR 5 – SCOPE AND EFFECTThe purpose of work is to provide legal research and statistical analysis of findings for report presentation. FACTOR 6 – PERSONAL CONTRACTSContacts are internal as well as with external entities. FACTOR 7 – PURPOSE OF CONTACTSContacts are made to collaborate with others to complete assignments. FACTOR 8 – PHYSICAL DEMANDSWork is primarily sedentary and does not require intense physical effort such as lifting and moving heavy equipment. FACTOR 9 – WORK ENVIRONMENTWork is performed in an office setting. The incumbent is required to work in person at the assigned workspace as advised.
