PhilippinesWASH Officer - Siargao (Filipino Nationals Only)OrganizationAcción contra el Hambre EspañaPosted 6 Nov 2025 Closing date 5 Dec 2025Duration : 4 monthsStart date : 01-Dec-2025You'll contribute to ending world hunger by ...Lead the water and sanitation infrastructure and WASH governance activities in Siargao Island in compliance with organizational and national standards.Co-lead the planning, implementation, overall supervision, and monitoring of the assigned Project in line with the Action Against Hunger policy, guidelines, and procedures, and in accordance with donor and national policies and guidelines.Guarantee the coherence, relevance, quality, accountability, and sectoral integration of the project(s) in coordination and consultation with technical referents and coordinators.Ensure timely implementation of the planned activities in coordination with the Head of Project and the WASH Coordinator.Key activities in your role will includeObjective 1: Project Management CycleDirect oversight in the planning, supervising, and implementation of the assigned project, directly reporting to the Head of Project, WASH Coordinator, and other departments promptly in Siargao.Ensure the project is implemented in line with donor guidelines and Action Against Hunger standardsEnsure that project accomplishments are aligned with budget utilization standardsDevelopment and organization of adequate monitoring and evaluation of all the activities in coordination with the Head of Project, MEAL Coordinator, and WASH CoordinatorObjective 2: Program development and strategy planningTake the lead in the conduct of water supply, sanitation (WASH) infrastructures technical engineering assessments at the field level, including analyzing, presenting, and reporting the results and recommendations to the Technical TeamParticipate in joint sector assessments, surveys, and evaluations to focus on water supply, sanitation (WASH), and its contribution and impact on the other sectors.Support supervisors to lead the feasibility, design, preparation, and analysis of Bill of Quantity (BOQs) development for water supply, sanitation (WASH) infrastructures-related intervention.Facilitate and plan construction-related activities in the assigned sites, making sure that beneficiaries and vulnerable groups such as women, girls, older people, and people with special needs are consulted and involved in the process of the construction phases, such as protection concerns during nighttime use of sanitation facilities, provision of access aids for the elderly, and others.Implement and monitor day-to-day activities according to BOQs and drawings/schematic diagrams in collaboration with skilled and unskilled labor.Conduct regular water quality testing and monitoring of water facilities before and after the repair/construction works, and at the household level, and provide feedback to the community and LGU.Apply and ensure Build Back Safer and Do No Harm principles in the design, planning, and implementation of construction activities.Guarantee that activities don’t contribute to or impact the environment and the community, such as construction waste, contamination of sanitation facilities to surface water and water points, and others.Monitor and secure functionality of WASH facilities, if needed, replace parts or repair WASH, to ensure continuous use, as well as monitor the water-related incidence using FHSIS and disease surveillance reports of LGUs.Ensure a good respect for working conditions while in the field, especially the respect for Action Against Hunger’s Code of Conduct and standard operating procedures for the area of operation and safety rules on the construction site.Prepare as-built designs and BOM after the completion of WASH infrastructures, and issue and sign certificates of the work done as per the Action Against Hunger design.Conduct capacity building for WASH Committee/BAWASA, including SBC strategies and policy influence for the sustainability of built WASH facilities and enhanced services.Represent Action Against Hunger with different community stakeholders at the field level and maintain good communication with beneficiaries and partner organizations in the field to improve/ influence WASH governance through policy and budget mobilization for WASH.Provide inputs on WASH context, needs/gaps, and related issues in the implementation areas and develop and propose ideas to the Manila Capital. This will include innovative approaches, systems, and technology in Action Against Hunger’s key areas of expertise.Provide input in the overall country strategy, in coordination with the rest of the team, and develop and update the WASH strategy according to the changing situation on the ground.Objective 3: Monitoring, Evaluation, ReportingDevelop monitoring tools and systems for project(s) in coordination/consultation with MEAL Coordinator.Ensure and co-lead the data regularly using the Monitoring tool, analyse, and write monitoring reports.Ensure the integrity and timeliness of collection, analysis, and monitoring of data, and archiving of supporting documents, reports, and assessment/surveys such as Source of Verifications (SoVs) and justification final reports.Archiving project technical documents systematically to facilitate organizational-level learning, memory, and reporting.Prepare regular reports on the detailed progress of construction for the assigned sites and support in preparing the PPR tools for project(s) in coordination/consultation with the Head of Project, WASH Coordinator, and MEAL Coordinator, and ensure submission of timely monthly PPR.Support the conduct of 3rd-party monitoring of WASH facilities before turnover to the community/LGU. Provide needed documents, such as BoQs and Design, to the monitors. Findings on the technical results of the monitoring should be readily addressed.Ensure proper Turnover of WASH infrastructures and WASH Governance Documents to LGUS and/or community-based committees such as BAWASA, WASH committee.Ensure as-built designs and soft copies of policies/plans are available, documented, and shared with relevant partners/LGUs.Prepare quality interim, final, and other ad-hoc reports requested by the mission and line manager.Capitalize all the project experiences and lessons learnt in coordination with the WASH Coordinator.Objective 4: Representation and CoordinationParticipate in meetings with the relevant stakeholders as needed and requested by the line manager.Develop and maintain relationships with key stakeholders at a technical level, including donors, government authorities, international and local organizations, partners, beneficiaries, and other external actors under the supervision of the Head of Project and WASH Coordinator.Provide data and information/inputs for any communication-related activities to the line manager and the communication department.Participate at the technical level in negotiations with external actors in coordination with the Head of Project and WASH CoordinatorSupport the mission in identifying possible partners in the Philippines to be engaged in projects/programs.Ensure project(s) related information is shared with other external stakeholders in coordination and consultation with the WASH CoordinatorObjective 5: Co-Managing of project-specific Admin, HR, and Logistics mattersCoordinate the budget forecast, follow up, and participate in the design of new budgets with the Head of Project.Comply with HR policies and systems established in the mission.Comply with the necessary branding and communications guidelines of the organization.Ensure timely and quality uploading of project Photos/Videos to Action Against Hunger Capital.Support with the line manager for the timely submission of daily payment sheets for construction-related activitiesOrganize day-to-day logistics, administration, and personnel activities.Manage all related program equipment and materials in close consultation with the logistics/procurement officer. Maintain and ensure the accuracy of the project asset register.Objective 6: Safety and securityComply with the Mission Reporting system and submit the reports requested on time.Respect the Security rules of Action Against Hunger and coordinate with the Security Officer / Manila Capital for any security issues relating to work.Report any security or other incidents in the field that may interrupt project activities directly to the Base Security Officer / Manila Capital.Ensure respect and compliance with the mission security rules by the team.Do you meet the profile required criteria?University graduate, preferably a graduate/with advanced studies in water and sanitation and hygiene, engineering, political science and advocacy, and communications.Demonstrated knowledge and experience in Project Cycle Management and WASH, both engineering and governance.Excellent knowledge of budget management, documentation, and report writing.Previous exposure and experience in training designs creation and facilitating WASH training; development of engineering designs, BOQ, and supervising documents; governance and local behavior campaigns related to WASH.Previous experience in implementing and managing WASH projects, especially on hygiene promotions, governance, and engineering.Familiarity with the local culture, ability to develop respect from a wide range of people, and strong ability to communicate effectively in line with WASH.At least 3 years’ experience in a humanitarian organization, especially in the WASH sectorAt least three years of humanitarian experience implementing integrated programming involving WASH and other sectors.Significant exposure and experience with INGOsAdditional experience working on Siargao Island is desirableExperienced in UN-and government-led clusters.Excellent English and Filipino speaking and writing skills required.
