This Project aims to take over the existing asset and maximize the production in 2 phases. This is a fast-track project and schedule-oriented Design to enhance the production. The Phase 1 will restore, upgrade, and develop the current plant (CPF1) including: Restoration of initial CPF1 capacity; building a new export pipeline (24”, ~30km); restoration of CPF1 integrity and operability; flaring elimination and released water; development of new flowlines, pads, and electrification network for approximately 30 new wells; debottlenecking of the plant; upgrade of the Safety and Security facilities.

Job ActivitiesThe job holder is directly responsible to: Review and acceptance of the Contractors HSE plan.
Ensure the implementation of the Project HSE Management System (plans, procedures and specifications) and Contractual Security Requirements for all aspects of the work. Ensure that Operational HSE requirements are fully addressed in all aspects of design and that the design complies with TOTAL HSE Company Rules and General Specifications. Maintain a high awareness of industry and professional best practices. Provide specialist advice, supports and technical assistance to the Project Manager and Construction Manager on HSE matters. Monitor the DBOOM contractor, Pipeline installation contractor and subcontractor’s activities to ensure adherence to HSE requirements.
Review all HSE procedures and follow up their strict implementation on Project scope and work sites. Take part to the Permit to Work daily and Toolbox Talks related to work activities. Full awareness of SIMOPS dossiers for simultaneous operations between Operations and Project. Participate in Job Risk Assessment, request new JRA’s, review, propose and ensure adequate risk mitigation measures, in full consideration of site operations. Ensure Job Risk Assessment findings are communicated, understood and implemented on site. Assist to Site Construction Project team with effective control on site construction yards (e. g.
, accommodation hygiene, potable water management, handling of chemicals/COSHH, H2S, health surveillance, management of hazardous substances, lifting etc. ). Assist with supporting the required HSE competencies across the Site Construction Project team: support HSE Superintendent, APLO/SLS with organization trainings of the personnel on site. Participate in the preparation of material to enhance awareness on any areas for improvement. Ensure implementation of the incident / accident management system (reporting analysis, recommendations, development, of action plans and monitoring implementation. Conduct, Coordinate, participate and monitor all HSE audits, reviews, incident and accident investigation, etc.
Assist with preparation and delivery of bridging documents to support the project teams Anticipate and advise on the Project on future HSE resources needs, develop detailed mobilization and demobilization plans for all worksites accordingly. Establish weekly and monthly Package HSE reporting to Project Manager and Construction Manager and ensure continuous and proper recording of HSE statistics, including proper reporting from Contractor and Subcontractors. In Close Coordination With TotalEnergies Ratawi Hub HSE TeamCheck on the level of HSE training of personnel employed and ensure medical fitness compliance (company and contractor).
Also, participate in the definition of training plans for personnel, and contribute to the development of training courses. Drive HSE meetings and audits. Prepare and disseminate to the entire workforce safety alerts and lessons learned from site incidents. Ensure follow-up of Contractors’ HSE performances and necessary benchmarking. Assess and enforce HSE prevention measures and methods provided at site during construction phases. Ensure implementation of due authorizations and Permit to Work systems at all work sites. Lead in implementation of measures towards ensuring preparedness for emergency situations via training, exercise and drills.
Ensure that risk assessment prior to starting new activity is properly conducted and understood by personnel involved. During site visit, be visible at worksite and available / approachable for discussion about HSE concerns. Interface and regularly communicate with TEPRH (TotalEnergies Ratawi Hub). Context And EnvironmentTotal Energies signed major agreements covering several projects in the Basra region, designed to enhance the development of Iraq’s natural resources and to improve the country’s electricity supply. EGE project is part of the Iraq Gas Growth Integrated Projects (GGIP) deal signed in September 2021 with the objective to develop multi energies projects.
After a proposal to reinject the AGUP ph1 associated gas, it has been decided at the end of 2023 to valorize the HP associated gas and to build an early gas treatment facility (EGEP). It is a fast-track project. The Main Challenges AreImage/reputation of TotalEnergies in Iraq to succeed to start this EGE project (+ AGUP Ph1 + Solar Project) in 2025. Pressure placed by Iraqi government (Prime Minister + Minister of Oil) on TotalEnergies, and pressure placed on projects by TotalEnergies management.

GoalsThe job holder shall be fully accountable and directly responsible for: Organizing frequent site visits and main subcontractors. Full implementation of approved Project HSE Plan and contractual HSE requirements in all activities of the Projects by company team, contractor and subcontractors.
Creation of safety and security awareness and promotion of best practices with adequate emphasis on COMPANY Golden Rules.
