The Senior Manager is responsible for ensuring a safe, functional, clean, and sustainable learning environment for all students, staff, and communities, in compliance with all applicable legislations, regulations and policies.

To develop and implement departmental goals, objectives and performance metrics aligned with the Trustees Multi-Year Strategic Plan and Director’s Action Plan. To develop and implement policies, procedures, and standard operating procedures within Facility Operations and Maintenance.

To collaborate effectively with school administrators, teaching staff, parent councils, community groups, and other internal and external stakeholders to address facility needs and concerns. To collaborate with other school boards to identify, monitor, and evaluate best practices for operations and maintenance. To oversee staff training requirements for life safety checks, preventive maintenance of building and building systems. To manage employee relations, including recruitment, training, performance management and conflict resolution, in accordance with collective agreements and Board policies. To ensure compliance with all applicable legislation, regulations, building codes, and health and safety standards (e. g.

, Ontario Building Code, Occupational Health and Safety Act, Ministry of Education guidelines). To develop and implement robust preventative and predictive maintenance programs to optimize asset lifespan and minimize operational disruptions. To manage responses and support the coordination to emergency situations (e. g. , power outages, severe weather events, critical equipment failures) and after-hours calls. To attend, participate, and present in various committees and Board meetings as required. To perform other duties as assigned. Education Experience And QualificationsPost-secondary degree or diploma in Engineering, Business, Human Resources, or a related field is required, or equivalent, as approved by the Board.

More than 10 years of progressive experience in facility operations and management, with at least 5-7 years in a senior leadership or managerial role, preferably within a large institution or public sector environment (e. g. , school board, university, municipal government). Experience working in a unionized environment and interpreting collective agreements is required. Effective verbal and written communication, interpersonal, problem-solving, and computer skills are required. Ability to deal effectively with a variety of individuals and groups both within and outside the Board is required. Must possess a valid Ontario Driver’s License and have access transportation.

LEADERSHIP Responsible for leading teams within Facility Services, to maintain service excellence and develop and deliver strategic facility operation plans that algin with YRDSB goals and legislative regulations. Supervise Facility Services Managers and provide leadership to Caretakers and maintenance staff. Manages Facility Operations budget including commodities, energy, contract services, fleet vehicles and equipment, and ensures cost-effective practices are in place. Communicates confidential matters with individuals and groups within and outside of the Board as it relates to facility operations practices and related legislation.

Builds and maintains collaborative relationships with multiple departments, internal and external partners to ensure integration of activities. ACCOUNTABILITY AND DECISION MAKING Accountable to provide strategic leadership by establishing goals, performance standards, deployment, and delegation of tasks by Operations and Maintenance staff. Responsible for adherence to Board policies and procedures and all applicable legislations, regulations, building codes, and health and safety standards (i. e. , Ontario Building Code, Occupational Health and Safety Act, Ministry of Education guidelines). Conducts risk assessment including identifying system gaps, developing, and implementing measures, while reducing impact on school and building operations.

Provides recommendations of best practices that algin with legislative requirements and industry standards and practices. Resolves complex matters including regulatory changes, emergency situations, and Health & Safety/public health concerns from Board staff, parents, and community. Decisions made can have an impact on facility operations. Risks include building system failures, inadequate staffing levels resulting in compromised life safety and cleanliness standards and injury. WORKING CONDITIONS Typical corporate office environment. Requires use of technology and computer equipment for prolonged periods. Regular travel between Board sites is required; have access to transportation.

May be required to respond to after-hours emergencies or supervise urgent repairs. Use of personal protective equipment in mechanical spaces, renovation or new construction site may be required i. e. , hard hat, high visibility vest, and safety footwear.
