Napolcom, PNP, IBP team up to strengthen police legal education | ABS-CBN News

“Reducing operational risks means fewer procedural lapses, suppressed evidence, and administrative or civil liabilities… The law becomes our shield, not our hurdle—protecting both the public and the officers that serve them,” he said. Napolcom Vice Chairperson and Executive Officer Atty. Rafael Vicente Calinisan underscored the importance of ensuring that police officers possess mastery of the law—not only for public safety but for their own protection while performing their duties “Education is a very powerful tool… We need to make sure that our law enforcers are all street-ready. Kailangan may mastery sila ng batas—alam nila paano mang-aresto at walang kaduda-duda, alam nila ang karapatang pantao,” Calinisan said. He then continued, “Para sa kanilang kaligtasan at sa kaligtasan din ng general public, we need to educate them. And who is the best educator? No less than a lawyer, no less than the Integrated Bar of the Philippines.” PNP Directorate for Investigation and Detective Management chief P/Brig. Gen. Matthew Bacay said the program would be rolled out across all 19 Police Regional Offices (PROs) nationwide.

Zaldy Co’s allegations not admissible without oath – IBP | ABS-CBN News

“The essence of why a person’s statement should be under oath is sakali mang nagsisinungaling siya, pwede siyang kasuhan ng perjury. Kung totoo ang sinasabi niya, it has an evidential weight, lalo na kung yung statements are corroborated by pieces of evidence,” Panolong explained. The lawyer stressed that due process requires giving accused parties the opportunity to respond. “It should be under oath because it will offer also, give an opportunity to the other party being accused to have their own day in court also,” he said. “Unang-una po, dapat magpakita po siya para masuportahan niya ang kanyang mga sinasabi. Hindi po pwede kasing ang isang tao ay susulpot, biglang may ikukwento at wala man lang oportunidad doon sa kabilang party. 'Yan ang essence ng due process — kailangang may right to confront also the person who is actually accusing. It is very necessary that when someone is exposing something, dapat magpakita siya because it will be a sign of sincerity and good faith on his part,” he continued. Panolong also said that not all material shown online are automatically admissible.
