The central government on Tuesday has introduced a sharp increase in vehicle fitness-test fees, raising charges by as much as ten times under amendments to the Central Motor Vehicles Rules. The new fee structure applies nationwide and is effective immediately.A key change is the shift in the age threshold for higher fitness fees—from 15 years to 10 years. The government has also created three distinct age categories for vehicles: 10–15 years, 15–20 years, and more than 20 years. Fees rise progressively with each category, replacing the earlier flat-rate structure that primarily applied to vehicles over 15 years old.The steepest increases fall on heavy commercial vehicles. A truck or bus older than 20 years will now be charged Rs 25,000 for its fitness test, compared with Rs 2,500 earlier. Medium commercial vehicles in the same age bracket will pay Rs 20,000, up from Rs 1,800.Charges for light motor vehicles over 20 years old have been raised to Rs 15,000, while three-wheelers in the same category will now pay Rs 7,000. For two-wheelers more than 20 years old, the fee has risen over threefold—from Rs 600 to Rs 2,000.Even vehicles under 15 years of age will see higher charges. According to the revised Rule 81, motorcycles will pay Rs 400, light motor vehicles Rs 600, and medium and heavy commercial vehicles Rs 1,000 for their fitness certification.The government says the updated structure is intended to accelerate the removal of old and unsafe vehicles from Indian roads and to strengthen the national vehicle scrappage policy. Despite noticing these changes, the family never approached police about his behaviour. Police identified Umar as a resident of Pulwama in Jammu and Kashmir. A trained doctor employed at the Al Falah University in Faridabad, he had been secretly working with a Jaish-e-Mohammed-linked module. Before the Delhi blast, authorities had already arrested several of his associates and also recovered nearly 2,900 kilograms of explosives, which suggested they were preparing for a much larger and coordinated attack. Nabi had known links with a white-collar terror module that was busted following the recovery of explosives, primarily from Faridabad in Haryana on November 10. Meanwhile, the NIA on Sunday announced the arrest of Amir Rashid Ali in whose name the explosive-laden i20 involved in the blast was registered. Ali, also a resident of Kashmir, was arrested from Delhi in the first arrest by the NIA and sent to a 10-day custody. The NIA has also described Nabi as a suicide bomber.

Kyrie Irving may be poised to lace up his sneakers this season, even despite the Dallas Mavericks’ flat start. The injured Mavericks star Irving is ahead of his schedule in his recovery from a torn ACL, Marc J. Spears of ESPN said Monday during an appearance on “NBA Today.” Spears even went so far to say that Irving could play “right now” if Dallas was in the postseason. “He’s working out with the purpose of playing this season,” said Spears of Irving, per Mike Curtis of the Dallas Morning News. “Someone close to him told me if it was the playoffs, he could play right now.” Irving, the nine-time NBA All-Star, suffered a torn ACL in his left knee during a game last season in early March. ACL tears are roughly 9-12 month injuries on average, and Irving is roughly at the eight-and-a-half-month point of his recovery. That said, the Mavericks are down in the dumps right now and have started the season at a miserable 4-10 on the year. If Dallas does not quickly get into the playoff picture in a brutal Western Conference, there will not be much reason for them to rush back Irving, who will be turning 34 years old in a few months. Over the summer, Irving sounded a bit more pessimistic about the potential of a return this season. But over the span of the few months since then, it appears that the former No. 1 overall pick has made some tangible progress in his recovery (though Irving’s ultimate return will likely be tied directly to the Mavericks’ place in the standings).
