Job Description Commencement: Immediate start Long term role, based in Port Moresby, Papua New Guinea Open to PNG Citizens About The ProgramThe Australia – PNG Economic Partnership (APEP) is a multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. Key ResponsibilitiesThe Human Resources (HR) Officer (Visas) will be responsible for: Supporting recruitment & onboarding: Supporting the Talent Acquisition Manager to undertake end to end recruitment activities for APEP, including: Recruitment pipeline:

supporting managers determine recruitment needs and develop terms of references in accordance with Abt Associates and DFAT policies and delegations, adhering to the principles of gender equity and social inclusion Go to market: attract high calibre candidates through advertising (online and local press) and targeted recruitment practices, acting as the first point of contact for general enquiries Candidate management:

undertake candidate screening and shortlisting for managers and coordinate and facilitate the interview and selection process Regularly update the ATLAS HR system and ensure all entries are entered correctly and each stage of the process is captured undertake due diligence by conducting the necessary reference checks, psychometric testing, medical and police checks Visa management: liaising with candidates, the PNG Department of Immigration and the Australian High Commission to manage and maximise visa approval turnaround times Contract management:

drafting high quality contracts for locally engaged candidates and ensure employee contracts remain current, regularly informing managers on the status of employment contracts Data and file management: ensuring all recruitment activities are recorded confidentially on the central HR database/recruitment tracker Onboarding: commence the onboarding requirements for new employees HR Activities, working closely with the HR & Operations Manager: Staff communication and support: field general queries from staff in a confidential and efficient manner, adhering to HR policies and procedures, liaising with the Brisbane Head Office as required Staff orientation:

manage the full cycle of staff orientation to ensure new employees are fully informed and equipped to undertake their role within the facility Terms and conditions:

assist with the management of Insurance and NASFUND membership registration and administration, maintaining current and accurate HR records provide assistance with salary sacrifice processes and provide feedback to any queries/matters raised by employees develop knowledge and understanding of Papua New Guinea labour (and related) legislation, regulations, practices and instruments Annual Leave Fare admin support including tracker updates & reporting requirements LES vaccinations & Boosters including arranging logistics/appointment through ISOS for LES staff vaccinations/recording, updating and reporting. COVID-19 administration support Other HR matters: undertake any other duties as required. People Strategy, responsibilities may include:

Supporting the Learning and Development arm of the APEP, including Studies Assistance and the Emerging Professionals Program Implementation and management of the new performance management system, including the creation of policies and procedures Supporting workforce planning to address the future human resource requirements of the facility Other duties as required. Key deliverables Responsiveness: meeting agreed HR Key Performance Indicators Update managers on the progress of their recruitment activities as required and on an ongoing basis HR records:

maintain Recruitment Tracker for effective recording of recruitment statistics and/or other HR records on a daily basis and in real time HR reporting: contribute to HR report as required Confidentiality: undertake all work in a confidential manner, always using tact and discretion Implementation of inclusive work practices. Ensuring operational support to all APEP units is timely, responsive, and undertaken within the principles of Value for Money approach. Key working relationships APEP Director and Senior Management team HR & Operations Manager Human Resources staff across Abt PNG programs Key Abt PNG Management Services staff including legal, risk and GEDSI.

Degree in HR or relevant tertiary qualifications in Human Resource Management Demonstrate minimum of 3 years practical and demonstrated experience in a human resource management role or similar responsibilities Demonstrated ability to communicate cross-culturally, with sensitivity and emotional intelligence ideally with a sound understanding of PNG or Pacific development context Additional good to have experience Experience working in the development sector or similar environment work in a complex environment Demonstrated ability of having led/ mentored diverse teams and a commitment to the principles of inclusion, localization and equity Specialist experience visa management and employee service How To Apply Please ensure to address the Key Selection Criteria (About You) in your cover letter, and submit your application online, along with your CV as a single document.
