ABOUT THE JOB***Clarification on SMP Contract: It is Supplementary Manpower service contract job in which prospective applicants are interviewed and salary determined by NEOM interview panel; and being employed under the payroll of SMP Contract (SMP Vendor). Successfully mobilized candidates would be under the visa sponsorship of SMP Vendor Company/Contract.ROLE OVERVIEWThe Associate - Procurement must be an independently strong procurement professional that assumes responsibility for leading sourcing activities amongst their team within their delegated sectors, regions and/or category, from initial pipeline creation through to execution. They will apply commercial astuteness to each individual sourcing initiative, upholding rigorous professional standards in full compliance with NEOM governance. They will manage and communicate effectively with both internal and external stakeholders. Alongside communication they must prioritize building strong relationships with all stakeholders to ensure alignment of goals and challenge the status quo.Key success factors within the role include best value, speed to market, compliance and commercial maturity.KEY ACCOUNTABILITIES & ACTIVITIESDevelop procurement strategies and subsequent documentation.Creation and management of self-development objectives and aiding their team members to achieve their objectives.Leads a team of procurement professionals across a diverse range of portfolios. Ensuring that all procurement activity complies with NEOM’s Policies and ProcessWorks with their team to compile and prepare Tender Documents to be issued (Expression of Interest, Pre-Qualification Questionnaires, Contracts, Tender Plans, Evaluation Reports, Commercial Returnable, Award Recommendations.Coaches and manages team members through the procurement process driving continuous improvement, critical thinking and commercial acuteness.Identification and realization of cost-saving and cost-reduction opportunities.Manage Suppliers and Clients through contract negotiations.Storage of all procurement documentation in line with data protection regulations.EXPERIENCE & QUALIFICATIONSKnowledge, Skills and ExperienceAt least 5 years of strategic sourcing experience.Able to demonstrate effective Leadership and collaborative Working.Clear understanding of services procurement, (including Framework Agreements, Master Service Agreements).Strong business acumen and commercially astute.Regional and Industry knowledge (in terms of broad industry dynamics and trends)Strong communication skills (Especially technical writing and presenting)Can be an ambassador of the procurement ethos to the other departments and sectors.A well-established knowledge of sourcing and procurement principles and best practices.Strong negotiation skills to use across a range of commercial deals.Experience with modern sourcing and procurement systems.Is familiar with standard contractual terms and conditions to mitigate legal risk.Has a strategic mindset and problem-solving skills.Change management skillsAble to vary approaches with a dynamic set of stakeholders (e.g., expert model vs. facilitative model).QualificationsBachelor’s degree in supply chain management, business, economics, finance, operations, engineering or a related technical or commercial areaMaster's degree and/or CIPS preferred
