Department: PA Private Student Loan ProgramThe VP of Private Student Lending Credit Risk works with PHEAA management and hired vendors to establish and execute consistent organizational policies and procedures to include a credit policy to decision and lend Private Student Loans to Pennsylvania and select other states students and families.
This role is responsible for developing and overseeing PHEAA’s lending strategy, which includes the development and effective implementation of a sound credit granting criteria, the calculation and monitoring of applicable risks to the Agency, and the implementation of appropriate controls to ensure compliance with the Agency’s risk policies and applicable consumer financing laws. Primary Duties And ResponsibilitiesCredit, Lending, and Portfolio Risk Strategy Establish and maintain a sound credit granting process for the PHEAA-Branded Private Loan Programs. Maintain an appropriate credit administration, measurement, and monitoring and report out important information to the senior management team.
Ensure adequate controls over credit risk and compliance with applicable state and federal consumer financing laws. Establish and maintain credit risk and pricing models (Loan Loss Reserve, Quality Assurance and Pricing). Work with PHEAA staff involved in the development and implementation of the PHEAA-Branded Private Loan Programs (e. g. Public Finance, AVP of Private Student Loans, Higher Education Assistance Partners etc. ). Work with senior management for approving and periodically reviewing the credit risk strategy and significant credit risk policies of the Agency.
Assist senior management in implementing and maintaining the credit risk strategy approved for developing policies and procedures for identifying, measuring, monitoring and controlling credit risk. Identify and manage credit risk inherent in all products and activities associated with the PHEAA-Branded Private Loan Programs. Ensure that the risks of the products and activities new to the Agency are subject to adequate risk management procedures and controls before being introduced or undertaken and approved in advance by PHEAA Senior Management or an appropriate committee. Document and operate within sound, well-defined credit-granting criteria.
These criteria should include a clear indication of the Agency's target market and a thorough understanding of the borrower, as well as the purpose and structure of the credit, and its source of repayment. Assist the Agency to establish overall credit limits at the level of individual borrowers and counter parties (Credit Worthy Cosigners and/or Parent Borrowers), that aggregate in a comparable and meaningful manner different types of exposures, both in the Agency's vision and on and off the balance sheet. Work collaboratively with the AES leadership to manage PHEAA-Branded Private Loan program Underwriters.
Develop and work with PHEAA staff involved in the development and implementation of white label programs for other states based on the PHEAA-Branded Private Loan Programs. Assist in the coordination of student loan securitization and financing transactions with banking and legal professionals. Participate in the planning and development of PHEAA’s student loan acquisition and debt structuring strategy with senior management. Build and develop working relationships with investment banking, legal and financial advisory professionals. Meet with investment bankers, investors and rating agencies to discuss PHEAA’s private student loan performance.
Compile reporting as required to support program control and performance. Produce annual Employee Loans Reporting and Monthly Insider Listing Reporting. Interface with the Agency’s internal and external auditors on various Private Student Loan origination and servicing related audits. Research and prepare responses to auditor inquiries and prepare presentations on audit status for senior management and present as necessary. Other Duties And Responsibilities Comply with the Agency’s enterprise security and privacy policies and departmental procedures. Work closely with the Financial Management Vice-Presidents, Internal Audit, Legal, and other management. Participate in industry specific user groups or committees.
Stay current on industry knowledge. Other duties as assigned. Required SkillsBachelor’s degree in business administration, finance or management and seven plus years of consumer lending or credit risk experience required or any equivalent combination of experience, training, and/or certification(s). Advanced credit experience and credit training and multiple years of credit experience involving credit analysis. Proven ability to make credit decisions, including complex transactions, while interacting collaboratively with key partners. Possess proven skills in strategic planning, loan/production growth, portfolio management, and asset quality.
Proficiency with Microsoft Access, Word, Excel, and PowerPoint, and the ability to quickly learn and use other software packages. Track record of managing multiple activities with varying priorities while ensuring accurate and timely results. Experience in Loan Loss Reserve methodology and ability to adapt it to market, regulatory and reporting requirements. Possess a history of thinking strategically and investigating/analyzing information independently. Demonstrated strong decision-making, interpersonal, negotiating, and problem-solving skills.
