Government - Enterprise Project Manager (ECM Implementation)Remote (Occasional travel to Harrisburg, PA)Long-term contract Job Description: A government organization is seeking an experienced Enterprise Project Manager to lead the implementation of a new Electronic Case Management (ECM) system on a common enterprise platform. This initiative supports multiple program offices and federal partners, and is a critical step in modernizing operations by replacing several outdated, custom-coded systems. The platform-based ECM solution will enable easier data sharing, reduced maintenance costs, and enhanced data security and compliance.
The ideal candidate will have significant experience managing complex, enterprise-level technology projects, and a strong ability to coordinate with multiple stakeholders and program offices. Responsibilities: Lead the end-to-end implementation of the ECM platform across multiple program offices and federal partners. Serve as the primary liaison among executive leadership, stakeholders, and delivery teams to ensure alignment and effective governance. Establish onboarding plans and support program offices through the transition to the ECM platform. Collaborate with and guide other program PMs to ensure a cohesive and unified implementation. Develop decommissioning plans for legacy systems as onboarding is completed.
Maintain communication with all levels of the organization to support stakeholder engagement and project transparency. Required Qualifications: 7–9 years of experience directly managing large-scale, technical projects. Strong expertise in budgeting, communication, leadership, stakeholder management, problem-solving, and team coordination. Experience implementing enterprise-wide solutions involving multiple systems and stakeholder groups. Demonstrated ability to lead, influence, and drive complex initiatives to completion. High business and technical acumen, with the ability to understand program needs and IT frameworks. Preferred Qualifications: PMP certification (Project Management Professional). Bachelor's degree or equivalent technical education. Prior experience with government agencies or public sector environments.
Familiarity with case management systems or health and human services platforms. Successful completion of a criminal background check and state-level clearance process. Willingness and ability to provide professional references and points of contact (POCs).
