About the role Welchman Keen is seeking a Business Development & Partnerships Manager to support telecommunications and connectivity initiatives across the Pacific Islands region. This role is not a generic business development or sales position. It is a region-specific, relationship-driven role focused on engaging governments, regulators, telecommunications operators, and regional partners in the Pacific. We are looking for someone who already understands the telecommunications landscape in the Pacific Islands, has worked directly in the region, and can step into active relationships with credibility and confidence. What you will be doing You will be responsible for managing and strengthening partnerships across the Pacific Islands, including: Acting as a primary point of contact for government, regulatory, and partner stakeholders in the region Supporting telecommunications and connectivity initiatives through direct engagement with local operators, agencies, and regional organisations Managing day-to-day partner relationships to ensure clear communication, alignment, and follow-through Supporting discussions related to programme delivery, implementation timelines, and regional coordination Identifying partnership risks or issues early and working with internal teams to resolve them pragmatically Representing the organisation in regional meetings, discussions, and forums where appropriate Providing clear, grounded insight on local context, sensitivities, and operating realities in the Pacific This is a hands-on role requiring practical judgment, responsiveness, and strong interpersonal skills. What we are looking for Essential Demonstrated experience working on telecommunications, connectivity, or digital infrastructure initiatives in the Pacific Islands Direct, in-region experience engaging with telecommunications operators, regulators, government agencies, or regional partners Strong understanding of the Pacific telecommunications environment, including regulatory and operational realities Proven ability to manage ongoing relationships across multiple stakeholders Confidence operating independently and representing an organisation externally Excellent written and verbal communication skills Ability to work across time zones and travel within the Pacific region as required Strongly preferred Existing working relationships with telecom operators, regulators, ministries, or regional connectivity organisations in the Pacific Islands Experience working across multiple Pacific Island countries Background in connectivity programmes, infrastructure partnerships, or regional development initiatives related to telecommunications What we offer The opportunity to work on high-impact connectivity initiatives in the Pacific A role with direct regional responsibility and autonomy Flexible, outcomes-focused working arrangements A collaborative team environment with direct access to leadership If you are passionate about digital transformation in underserved communities and are ready to develop your career within an international consulting firm, we encourage you to apply.
