Its mission is to strengthen healthcare systems and to provide everyone, especially children, with equal chances and opportunities of survival and development.CDE is currently active in twenty-five (25) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities.Our Main Activities Consist OfPrevention and screening from an early age, particularly through school health Programmes.Care and surgery to meet the most urgent needs of children and women.Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.Construction and equipment of hospital facilities adapted to local needs.La Chaîne de l’Espoir has been working in Afghanistan since the early 2000s. In 2005, CDE opened the French Medical Institute for Mothers & Children (FMIC) in Kabul, a non-profit pediatric hospital, to provide high quality surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l’Espoir providing medical support and access to the most vulnerable populations.The positionThe Program Coordinator is responsible for the effective implementation of La Chaîne de l’Espoir’s programs, ensuring that a relevant strategy is developed and implemented, and overseeing program teams. He or she provides technical and operational support that meets humanitarian requirements, and lead the development of new concepts notes and projects proposals in collaboration with the Head of mission/ HQ focal point.The main objective will be to ensure effective oversight of program implementation in the field. Under the supervision of the HoM, he/she will oversee the design of interventions (including needs assessment), implementation, and monitoring of programs to ensure impact, efficiency, and sustainability.He/She will provide strategic and operational leadership for activities across several clinics in the Kabul region, oversee surgical programs implemented with partner hospitals, and ensure coherent and timely delivery of interventions in the areas of protection, psychosocial support, maternal and reproductive health, nutrition, emergency response, and capacity building.In addition, the incumbent will supervise, coordinate, and provide quality support to Project Managers and Project Officers, fostering a collaborative environment that strengthens program planning, implementation, monitoring, and reporting throughout the mission.He/she is also responsible for budget management, designing and drafting new projects, implementing monitoring tools, and continuously improving the patients experience, while maintaining constant dialogue with local authorities and partners.This position requires strong leadership in a humanitarian context, expertise in multisectoral programs, and the ability to manage multidisciplinary teams in a complex and sensitive environment.He/she is responsible for performing the following tasks (non-exhaustive list): Strategy & representation Implementation, operational monitoring and reporting Project Development Monitoring, Evaluation, Accountability and Learning (MEAL) Human Ressources Management Budget Follow-UpProfessional Training/Working ExperienceMaster’s degree in a field related to Project Management, international development, social sciences or related fields. Training in Public Health / Protection / Livelihood and/or Shelter will be valued.Minimum 5 years managing multi-sectorial humanitarian projects (among which at least 3 years in coordination position), experience in working in consortiaStrong knowledge in donor requirements and expectations, particularly ECHO, CDCS, AFDDemonstrated experience in staff management, team supervision and capacity-building.Experience of working in unstable and frequently changing security environments.Experience within the health sector is an asset.Experience in protection-related topics is a plus.Specific Skills And AttitudesSolid command of the project cycle, operational management, MEAL tools and budget monitoring.Excellent writing skills, particularly for project proposals, donor reports and strategic documents.Strong knowledge of humanitarian standards (CHS, SPHERE, protection mainstreaming principles) and donor compliance frameworks.Ability to conduct and/or interpret protection risk analyses, integrate gender-sensitive approaches, and ensure safe and accountable programming.Strong problem-solving, communication and negotiation skills with the ability to work under pressure and manage complex, multi-stakeholder environments.Excellent organizational skills, with capacity to prioritise, anticipate risks and manage multiple tasks simultaneously.Proficiency in IT tools (Excel, Word, reporting platforms, database management).Proven ability to work effectively with women, children, persons with disabilities and other vulnerable groups.Fluency in oral and written English (mandatory).
