Chief Executive OfficerOrganizationThe Hartford Parking Authority (“HPA”) was created in December 1998 by a City Council ordinance that amended the Hartford Municipal Code. This ordinance was adopted pursuant to Chapter 100, C.G.S. 7-202, of the Connecticut General Statutes. This State statute permits towns and municipalities to create parking authorities. As such, HPA is a separate “body corporate and politic” to the City of Hartford. HPA is overseen by a five-member board of commissioners (“Board”) appointed by the Mayor and approved by City Council.HPA leads the operations and maintenance of Hartford’s municipal garage, multiple surface parking lots, public library parking, and all on-street parking within the City. HPA is an active participant in the City of Hartford’s transformation into a more walkable, playable, and vibrant city. HPA provides support and outreach to neighborhood organizations, businesses, residents, and visitors to resolve parking needs and contributes to the City’s economic development.Please visit www.hartfordparking.com to learn more. PositionThe Chief Executive Officer (“CEO”) is responsible for providing strategic leadership, financial and operational oversight, and visionary direction of the organization to ensure efficient services throughout the City. The CEO reports to the Board and plays a critical role in collaboration with its members in determining the strategic initiatives of the HPA in support of the organization’s growth, community outreach, and contributions to the City’s economic development.The CEO will create, develop, and execute projects and initiatives for the continual improvement and growth of its parking assets, working in collaboration with key City stakeholders, including the Mayor’s office, Department of Development Services, Department of Public Works, Corporation Counsel, the Hartford Police Department, and others as needed. This is a full-time exempt position with hours subject to the needs of the organization. While the HPA administrative office has standard hours of Monday – Friday from 8am to 5pm, this role may require work outside of scheduled business hours, including its regular monthly Board meeting on the fourth Tuesday of the month.Hartford residents are strongly encouraged to apply. Relocation assistance is not available for this position.A background check is required as part of HPA’s standard hiring practices.ResponsibilitiesSpecific duties include the following:Lead an essential organization in the capital City, including all operational and financial aspects of its managed parking facilities and on-street operations.Create, develop, and execute short-term and long-term strategic plans and initiatives with consideration to the organization’s impact on the City’s economic development; collaborate with the Board on strategy, prioritization, financing, and implementation.Collaborate effectively with key City stakeholders, including the Mayor’s office, Department of Development Services, Department of Public Works, Corporation Counsel, the Hartford Police Department, neighborhood organizations (NRZs), merchants’ associations, and others.Enhance and expand positive relationships with the Hartford community throughout the municipal, neighborhood, business, media, and residential sectors; address stakeholder concerns and promote public awareness of parking initiatives.Prepare and manage annual budgets, monitor financial performance, and ensure fiscal responsibility and transparency of the organization; develop strategies for future financing of capital projects.Identify growth opportunities to diversify HPA revenue streams, including acquisitions and new ventures.Oversee purchasing and procurement processes in compliance with policies and budget considerations, including the development and execution of Requests for Proposals (RFPs) in collaboration with the City of Hartford’s procurement division.Demonstrate comprehensive knowledge of vendor management and contract administration.Lead research, implementation, and marketing of new parking technology to enhance functionality of services and improve customer experience.Manage personnel matters related to team development, individual staff development, and assessment of employee benefits, policies, and procedures.Initiate the development and implementation of best practices in all functions of the organization.Review internal operations annually to identify strengths and weaknesses as well as opportunities for improvements, including possible reorganization and restructuring.Experience & SkillsA bachelor’s degree is required, master’s degree preferred.Minimum of ten years of experience in progressive leadership; experience in parking, transportation, or municipal operations is a plus.Strong project management and operations experience.Highly skilled in vendor and contract management, including execution of procurement and RFP processes.Strong knowledge of finance, including budgeting, accounting, financial reporting, etc.Excellent presentation, communication, and interpersonal skills and ability to negotiate at all levels and among different organizations.Demonstrated ability to prioritize both short and long-term goals.Impeccable problem-solving and decision-making skills.
