Position SummaryResponsible for identifying, planning, and implementing improvements in city-wide procurement operations, including changes in key enablers such as organization, business processes, policies and procedures, and technology. Works with the OMB budget staff and departments to identify opportunities to improve procurement and contracting processes, reduce costs and procure commodities and services more efficiently and effectively. Works with department end users to solicit and maintain contracts. Department: Mobility & InfrastructureSalary: $68,162 per year. WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in procurement, sourcing, or a related field. EDUCATION/TRAINING:
The application must clearly show an Associate's Degree from a fully accredited institution in Business, Finance, Supply Chain or a related field. A Bachelor's Degree is preferred. POSITION DUTIESEnsures that appropriate contracts are renewed and in place based on City departments' needs. Collaborates with City departments and other key stakeholders to facilitate efficient and effective procurement processes. Conducts monthly meetings to review any procurement-related items with each using department's purchasing staff. Coordinates analysis for bid decisions; secures approval of EORC, legal, financial, engineering and other related functions as applicable.
Prepares bids and bid lists to obtain proposals on commodities in compliance with regulations and laws relative to the purchasing function. Researches vendor information to establish, maintain and update available vendor and government contract sources. Prepares contract documents upon award and monitors status throughout the execution process. Maintains records and files and prepares accurate correspondence, contract documents, legislation and reports (e. g. , Act 101 compliance reports, public relations materials, collection reports, personnel usage reports, revenue generation reports, etc. ). Collaborates with others (e. g. , I&P, Controller's Office, JDE Service Center, Law, PennDOT) to support the operations of the department.
Manages multiple projects simultaneously and uses good judgment in applying and following established procedures and in meeting deadlines. Recommends and assists in the implementation of goals and objectives. Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees. Researches & provides documentation to support OMB-Grants in obtaining grant reimbursements from fundersAssists in developing, recommending and implementing approved policies, procedures, regulations and programs for the Department (e. g. , Department’s goals and objectives, changes in local regulations, etc. ).
Gathers information and compiles statistical data to prepare a wide variety of research reports and surveys. Plans, develops, directs, and coordinates purchase of commodities, services, repairs and/or equipment in the maintenance of city owned assets. Serves as Department’s liaison with other City Departments, outside agencies, etc. on assigned projects. Performs activities and functions of related lower-level personnel and other related tasks and duties as assigned or required.
