Role PurposeThe Clearance Manager - Bonded Zone is responsible for overseeing all customs clearance and compliance activities within the bonded zone. This includes managing the end-to-end clearance process for imports and exports, ensuring 100% compliance with ZATCA regulations, and maintaining accurate documentation and reporting for all bonded transactions. The role ensures timely clearance, reduces dwell time, and supports the operational efficiency of the bonded fulfillment center.Key Responsibilities1. Customs Clearance OperationsLead and manage the full customs clearance process for bonded imports, exports, and returns.Review, verify, and approve customs documentation (commercial invoices, packing lists, HS codes, certificates of origin, etc.).Coordinate with ZATCA, customs brokers, freight forwarders, and internal operations to ensure timely processing.Monitor shipment status to avoid demurrage, detention, or clearance delays.Ensure accurate filing and documentation retention for all customs declarations.2. Compliance & Risk ManagementEnsure full adherence to ZATCA, Saudi Customs, and Saudi Trade Facilitation laws and regulations.Maintain up-to-date knowledge of customs tariff schedules, duty exemptions, and bonded warehouse requirements.Conduct regular compliance audits for import/export declarations and documentation accuracy.Manage duty deferment and bonded stock reconciliation processes in coordination with finance and inventory teams.Prepare reports and submissions required by customs authorities.3. Documentation & Systems ManagementEnsure correct and timely submission of data in customs clearance systems (FASAH, SABER, or other relevant platforms).Maintain documentation control for all customs-related activities — electronic and physical records.Verify accuracy of HS codes and product classifications for all SKUs.Support integration and automation between WMS/ERP and ZATCA systems for real-time visibility.4. Team LeadershipLead a team of clearance officers, documentation specialists, and customs coordinators.Set team KPIs for clearance speed, documentation accuracy, and compliance.Train team members on customs processes, documentation standards, and ZATCA updates.Ensure high-performance culture with accountability and regulatory discipline.5. Stakeholder CollaborationLiaise with government authorities (ZATCA, Saudi Ports Authority, SFDA, etc.) for clearance-related matters.Work closely with bonded zone operations, inbound logistics, inventory, and finance teams for synchronized operations.Coordinate with transport providers and shipping lines for documentation release and clearance timing.Provide management updates on clearance delays, risks, and resolution plans.Essential Skills & QualificationsEducation:Bachelor’s degree in Logistics, International Trade, Supply Chain, or related field.Experience:Minimum 3–5 years of experience in customs clearance, bonded operations, or trade compliance in Saudi Arabia.Proven experience managing clearance processes with ZATCA and operating within a bonded warehouse or free zone environment.Experience in B2C, 3PL, or e-commerce logistics operations preferred.Skills & Competencies:Deep understanding of Saudi Customs procedures, tariff codes, and ZATCA systems (FASAH, SABER, Bayan, etc.).Strong leadership and people management skills.Excellent analytical, documentation, and reporting skills.High attention to detail and ability to handle regulatory complexity.Proficient in English (Arabic is a strong advantage).Familiar with ERP/WMS platforms integrated with customs systems.Reporting Lines / Departments Linked to the RoleReports to: Bonded Zone DirectorDirect Reports: Customs Clearance Documentation SpecialistsWorks Closely With:Inbound & Outbound OperationsInventory Control & Finance TeamsGovernment Relations & Legal DepartmentsFreight Forwarders, Shipping Lines, Customs BrokersZATCA & SFDA Officials
