Job Profile Under the general supervision of the Supervisor of Regional Wastewater Collections, this is the entry level in a flexible worker class. Responsibilities include assisting in performing work associated with the operation and maintenance of infrastructure, including interceptor sewers, forcemains, sewage lift stations, flood stations and storm retention ponds, as directed for the City of Winnipeg in accordance with the mandate of the Wastewater Services Division.Workers advance through various Levels (Level OIT/1, 2, 3, and 4) that require increasing skill and education, and that assume increasing scope of responsibility for meeting the mandate of the Wastewater Services Division.As The Collection Systems Maintenance Technician Operator-in-Training,you Will Assist with the operation, repair/maintenance of sewage, flood, underpass and LDS pumping stations/equipment, the isolation of infrastructure, as well as storm retention basins including equipment and ancillary supplies. Assist with the proper operation of flood gates/infrastructure during periods of flood risk. Assist with the execution of procedures as outlined in the department’s electronic Flood Manual. Ensure compliance with environmental licensing requirements, Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices. Participate in the City of Winnipeg Job Safety Planning Program. Assist with downloading, analyzing, and transmitting data from flow monitoring equipment. Assist with entering, maintaining, and retrieving operating data from Collection SCADA system. Interact effectively with Combined Sewer Overflow Public Notification System. Assist with the proper operation of temporary mobile pumping equipment. Assist with the installation and maintenance of flow gauge and rain gauge equipment. Assist in implementation of quality management systems. Effectively build respectful and collaborative relationships with external and internal stakeholders with integrity and trust. Maintain a citizen/customer focus by acting in their best interests, dealing with concerns directly and appropriately when necessary. Establish and maintain effective interpersonal relations with all levels of the organization. Receive skills training in preparation for assuming the higher-level responsibilities of the position. Perform other related duties/training consistent with the classification as assigned or designated by the department. Your Education And Qualifications Include Minimum High School Grade 12/G.E.D. graduation or an equivalent combination of training and experience. Minimum of two (2) years’ post-secondary education in water or wastewater works operations, engineering, science, or a related field. [Note: Post-secondary education must meet the required Continuing Education Unit (CEU) equivalency under the Water and Wastewater Facility Operators Regulation 77/2003.] Immediate application for “Operator-in-Training” Class Wastewater Collection Operator Certification for Class 4 Facility under the Environment Act within the first 30 days of appointment. Must successfully pass a respirator mask fit test (requires employee to be clean shaven at work). Must obtain and maintain Confined Space Entry (CSE) training. Must have, or be able to acquire within 12 months of appointment, First Aider Level 1 Certification. Must obtain Manitoba Class 1 Wastewater Collection Operator Certification within 18 months of the appointment. Successful completion of the Sacramento State College Field Study training program Wastewater Collections Systems Volumes 1 and 2 within 18 months of the appointment. Demonstrated ability to operate various hand and power tools. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard. Demonstrated ability to communicate effectively, both verbally and in writing. Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the area of work. Ability to work with minimum supervision. Knowledge of mechanical, electrical and instrumentation equipment. Basic knowledge of hazardous materials handling rules and procedures. Must work on rotating standby shifts after one (1) full year as an OIT. Applicants may be required to undergo testing to determine their knowledge, abilities, and skills as they relate to the qualifications of the position. Employees advance through various Levels (Level OIT/1, 2, 3, and 4) that require increasing skill and education, and that assume increasing scope of responsibility. Staff at this level is required to assist in performing the work of the division and to receive skills training in preparation for assuming the higher levels of responsibility. Training will be provided by the Department in accordance with the skills requirements of the Collection System Technician classification. Willingness to apply for training in the performance of the responsibilities of the Collection System Technician classification must be demonstrated and application for training approved by the Department. The qualifications for this classification are in accordance with the certification requirements as outlined in the Water and Wastewater Facility Operators Regulations under the Environment Act. The successful applicant may be required to work in confined areas and hazardous locations/environments where the wearing of self-contained breathing equipment is necessary due to lack of oxygen and/or presence of harmful gases. The Wastewater Collection System are facilities that during the course of a normal working day may subject an employee to noxious odours, gas, dust and occasional exposure to adverse weather.
