Our Mohali office supports U.S.-based fleet operations, ensuring smooth coordination across all compliance and safety functions.Position SummaryThe Compliance Manager will oversee all aspects of driver, subhauler, and fleet compliance to ensure full adherence to U.S. Department of Transportation (DOT) and FMCSA regulations. This position demands strong process ownership, meticulous attention to detail, and the ability to maintain 100% audit-ready documentationKey ResponsibilitiesDriver Compliance (DQF):* Create and maintain complete Driver Qualification Files (DQs, I-9, W-4, CDL, medical card, road test, previous employer inquiries, annual MVR reviews, violation certificates) Set up pre-employment drug/alcohol tests; enroll and manage random pool/consortium; track results and follow-ups Clearinghouse queries (pre-employment & annual), PSP, CDLIS, MVR pulls and renewals Onboarding packets: policy acknowledgments, safety handbook, cell-phone & seatbelt, accident reporting, DVIR rules, equipment care, gate-to-gate Expiration control: CDL/Med card/MVR/endorsements—zero lapsesSubhauler / Broker Compliance:* Collect, verify, and maintain W-9, COI (limits/endorsements), subcontractor agreements, DIR registration, DBE/SBE docs as needed Track expirations (insurance, DIR, agreements) and issue renewal notices; restrict non-compliant subs Maintain vendor roster aligned to project requirementsSafety Programs & Training:* Publish and enforce driver safety programs (defensive driving, DVIR discipline, load securement, speed/GPS policy, incident reporting) Schedule toolbox talks/refreshers; capture sign-offs (digital or paper) Incident/accident intake, root-cause, corrective actions, return-to-duty steps when applicablePublic Works & Audit Readiness:* Keep compliance artifacts required for DIR/Caltrans/public works (rosters, certified payroll support files, equipment lists if requested) Prepare audit binders/evidence packs; respond to GC/agency compliance requests quickly and accuratelySystems & Documentation:* Maintain structured folders and logs; name/version files cleanly Run weekly compliance dashboards (expiring docs, randoms completed, subhauler COI status, incidents) Work closely with Dispatch, Billing, and HR to keep records syncedRequirementsRequired Skills & Experience 5-8 years of hands-on experience in DOT/FMCSA compliance within trucking or heavy-civil fleet operations. Strong working knowledge of DQF management, drug & alcohol programs, Clearinghouse, PSP, and MVR monitoring. Proven experience creating and enforcing compliance SOPs, trackers, and checklists. Exceptional attention to detail, time management, and documentation accuracy. Excellent written and verbal communication skills for coordination with drivers, subhaulers, and agencies.Preferred Qualifications Familiarity with California Public Works/DIR requirements and certified payroll processes. Experience verifying insurance endorsements (AI, WOS, Primary & Non-Contributory, Waiver of Subrogation). Proficiency in compliance tools such as Samsara (or similar GPS), WhipAround (DVIR) or equivalent, CDL Suite (or DQF system), FMCSA Clearinghouse, PSP, MVR providers, LCP Tracker basics, Google Workspace/Excel (advanced), e-signature tools (DocuSign/Adobe Sign) KPIs 100% current DQFs; 0 expired CDL/Med Cards/MVR reviews 100% random pool compliance and Clearinghouse queries on time 100% subhauler COIs/agreements/DIR current before dispatch Audit pass rate; incident close-out time; time-to-onboard (drivers/subs)BenefitsAt Jabi Trucking, we take pride in precision and accountability.
