Monitoring and Progress Control Impact of Results Construction Supervision and ManagementReportingKnowledge Management and SharingMonitoring and Progress ControlOthersConstruction Supervision and ManagementOversee construction activities in the project which include construction of a pump house at the water treatment plant which is fully equipped with chlorine-dosing system and transfer pumps, construction of borehole sheds equipped with borepumps and controls, construction of a staff house, site office, water storage tanks and reticulation pipeline network.
The role also includes supervision of Solar PV System installation works and final testing and commissioning of the whole system, including training activities. In line with UNOPS guidelines and processes, implement and maintain quality assurance/quality control (QA/QC) procedures, including stage testing, verification, and documentation. Monitor construction progress, ensuring adherence to project schedule, budget, and quality standards. Verify and monitor contractor compliance with project Health, Safety, Environmental and Social requirements. As per the Project Manager’s request, conduct inspections to assess the quality of workmanship and compliance with project specifications. Verify contractor compliance with project requirements (e. g.
, bill of quantities, specifications, drawings, and any other contractual obligations) and manage necessary inspections and approvals. Prepare and maintain detailed progress reports, including photographs and documentation. ReportingPrepare and submit comprehensive site progress reports to the Project Manager. Participate in site coordination meetings and prepare meeting minutes. Conduct quantity surveys and prepare progress payment recommendations. Manage project documentation, including permits, inspections, and correspondence. Knowledge Management and SharingProvide support in documenting project challenges and lessons learned. Contribute to knowledge transfer and training of project team members.
Adhere to UNOPS construction and engineering best practices, environmental management standards, and health and safety regulations. Participate in relevant communities of practice and share project experiences. Track project schedule and identify potential delays or risks. Monitor site activities, including materials, labor, and equipment. Participate in project stakeholder meetings. Proactively identify and address quality, timeliness, and safety issues. OthersManagement of the vehicle assigned to the project for business use; ensuring safe operation and maintenance of the project vehicle in accordance with UNOPS SOP, and in coordination with the Admin / transport focal point based in Port Moresby.
The effective and successful achievement of results by the Construction Management Engineer (Construction Supervisor) directly impacts on achievement of the projects and consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services. Education/Experience/Language requirements: Education:
Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Construction Management or a related field is requiredA first university degree (Bachelor’s degree or equivalent) in the above-mentioned field or related field with 2 (two) additional years of relevant experience may be considered in lieu of an advanced degree or higher degree. Experience: A minimum of two (2) years of relevant professional construction related experience in site construction management, construction project supervision or related field in combination with an advanced university degree is required.
Experience in project management and supervision of construction projects in the highlands region of PNG is an asset. Current membership in the PNG Institute of Engineers or PNG Institute of Builders is a strong asset. Good working knowledge of the Building Regulation 1994, Architect Regulation 1992, Professional Engineers Regulation 1988, and the National Procurement Act 2018 (amended in 2021), along with the Good Procurement Manual is an asset. Experience in managing FIDIC contracts is desired. Proven experience in managing and coordinating design and construction of water and sanitation (WASH) projects is an advantage.
Proven experience in Solar PV Installation or Off-grid Solar Power System installation is an advantage. Experience in the production of drawings, BOQs, specifications and design reports is an asset. Experience in working with government agencies, international organizations, and other stakeholders involved in water and sanitation (WaSH) projects is an asset.
