Contracts Director - PPP

We are supporting a leading governmental developer on a landmark high-speed rail program—one of the largest PPP transportation initiatives in the region. This is a rare opportunity to shape a complex, multi-billion project that will transform regional connectivity.We are seeking a Contracts Director (PPP) to lead:Full PPP transaction lifecycleProcurement strategy, tendering & bid evaluationDevelopment and review of RFP/RFQ/concession agreementsCoordination with technical, legal, and financial advisorsAlignment with government stakeholders and regulatory bodiesOversight of KPIs, performance mechanisms, and long-term operational structuresManagement of a large multidisciplinary team across rail and infrastructure packagesThis role focuses on client-side governance, ensuring the program is procured, structured, and delivered to global PPP standards.Must-Have ExperienceExtensive PPP / Public-Private Partnership leadershipProven experience running end-to-end PPP transactionsStrong understanding of rail, metro, or complex transport projectsSolid background in contracts development, procurement, or project finance Experience working with government agencies or major consultants Ability to manage high-level stakeholders, advisors, and regulatorsPreferredExperience with high-speed railExposure to mega projects in KSA or GCCAdvisory backgrounds
