Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC also adheres to strict child safeguarding principles.The IFRC Country Cluster Delegation in Addis Ababa, Ethiopia, supports the Ethiopian Red Cross Society (ERCS) and the Red Crescent Society of Djibouti (Croissant Rouge de Djibouti - CRD).The Programme Coordinator is positioned in the IFRC Delegation for Ethiopia and Djibouti and reports to the Head of Delegation.Job PurposeThe Programme Coordinator with the IFRC Delegation for Ethiopia & Djibouti is responsible for leading the development and implementation of programme management systems and capacities within the delegation, as well as general management of emergency operations. The role involves supporting Croissant Rouge de Djibouti (CRD - Djibouti Red Crescent) and Ethiopian Red Cross Society (ERCS) in continuous improvement and localisation of programming, in line with their strategic ambitions. While the Head of Delegation (HoD) is responsible for the overall IFRC strategy, diplomatic and partnership relations and management of the delegation, the Programme Coordinator will support the HoD in identifying and nurturing strategic partnerships and humanitarian diplomacy efforts, and in ensuring cohesive Red Cross Red Crescent Movement cooperation and IFRC network coordination.The position is based in Addis Ababa, Ethiopia, with occasional travel to Djibouti.Job Duties And ResponsibilitiesProgrammesLeads the development and implementation of programme management systems, processes, and tools to ensure effective planning, implementation, monitoring, and evaluation of programmes under the delegation’s responsibility.Provides leadership support to promote and ensure implementation of IFRC Strategy 2030, the Agenda for Renewal, and the Pan African Initiatives through National Society (NS) unified planning processes, and in new programme/proposal development, ensuring that National Society development is appropriately built into programme and project design.Ensures that programming initiatives are based on frameworks and approaches that are consistent with or have considered national and international standards, as well as IFRC policies, procedures and tools.Ensures strong support and follow-up in the implementation of programmes supported by IFRC in Ethiopia and Djibouti.Acts as a focal point to support Djibouti Red Crescent (CRD) and Ethiopian Red Cross Society (ERCS) in managing programmes and coordinating inter-disciplinary initiatives.Works closely with ERCS and CRD to mobilize resources and develop partnerships required for effective programme development and programme implementation.Ensures robust and coherent analysis and monitoring of the operating environment and its potential evolution.Support the promotion of IFRC’s programme strategy among internal and external stakeholders in coordination with the HoD and Africa Regional Office.Ensures that there are appropriate assessments, lessons-learned processes and transition strategies to optimise sustainability and ownership in the various programmes supported by IFRC.OperationsSupports CRD and ERCS along with the Disaster Risk Management (DRM) delegate, surge operations delegate/s and related team members, in the development and revision of emergency appeals and related operational strategy and budget.Supports the Disaster Risk Management (DRM) delegate in coordination with technical leads in Africa Regional Office in enhancing preparedness and readiness of CRD and ERCS to anticipate, prepare for, respond to and manage emergency/disaster operations, incorporating IFRC-promoted methodologies, e.g. anticipatory action/forecast-based financing, cash-based interventions, protection, gender and inclusion (PGI), and community engagement and accountability (CEA).Capacity strengtheningWorking closely with National Society counterparts in identifying aspects of programmes and operations that can be enhanced to increase efficiency and effectiveness.Promotes continuous learning and improvement in programme management practices and facilitates knowledge sharing and collaboration among NSs and partners.As per National Society request, engage in strategic planning within programme areas including contributing knowledge/innovations from the region/globally that may be adapted/applied within ERCS, CRD.Job Duties And Responsibilities (continued)Cooperation and coordination Actively engages in coordination structure in Ethiopia as guided by the Movement Coordination Agreement in place in Ethiopia, including supporting ERCS in its convenor role where appropriate and as requested by the NS.Supports and promotes the IFRC Way of Working process with IFRC-network partners in Djibouti and Ethiopia. In Ethiopia, this includes participating in the ERCS/IFRC jointly convened Country Coordination Team (CCT) that brings together the NS and its RCRC partners (IFRC network) to ambitiously advance programme and partnership harmonisation objectives for the benefit of ERCS operational impact and organizational effectiveness and efficiency.Supports the HoD in facilitating progress/rollout of the Ethiopia component of the Food & Nutrition Resilience Programme (Ethiopia, Kenya, Somalia, South Sudan),and maintaining productive working environment with programme partners that include ERCS, Ethiopia government ministries (Agriculture, Finance) and IFRC.Support HoD in increasing outward facing engagement by IFRC in Ethiopia and Djibouti in coordination and collaboration with ERCS and CRD.People managementLead, manage and develop a team of programme and operations personnel, providing regular performance feedback, coaching and mentoring.Foster a culture of collaboration, inclusiveness and professionalism with the programme team.Promote staff capacity building and professional development through training, on the job learning and knowledge sharing activities.Partnerships, resource mobilization and contract managementPromotes and fosters partnership, including cooperation and collaboration between National Societies (ERCS, CRD) and IFRC network actors and other actors as appropriate.Along with the Head of Delegation, supports advancement in partnership models that are aligned with National Society strategic priorities and their respective ways of working.Collaborates with the HoD and the IFRC Strategic Partnerships and Resource Mobilization team to identify funding opportunities that align with ERCS and CRD strategic directions and priorities.
