Programs and instruments are often:Fragmented across uncoordinated facilities and pilotsSlow and discretionary, dependent on negotiations and political callsMisaligned with evidence, poorly tied to real risk signals and service standardsThe Global Risks Alliance (GRA) is being established as the Nexus Ecosystem’s global risk-finance and execution architecture. Its purpose is to build and steward the capital rail for modern risk governance—programs, term sheets, contracts, and servicing models that can be priced, bound, and settled on clear rules and clocks by governments, markets, and critical-infrastructure operators. The Founding Council is the primary strategic and market leadership community of GRA. It defines the ambition, structures, and partnerships that will anchor a new era of disaster risk finance and resilience capital. The Board will be drawn from, and accountable to, this Council. As a Founding Council Member, you will help set the institutional, market, and fiduciary foundation for GRA.Role PurposeShape GRA’s mission, program architecture, and capital-market strategyDefine and uphold standards of financial integrity, transparency, and execution disciplineAnchor a global coalition of sovereigns, DFIs/MDBs, insurers, asset owners, banks, and utilities committed to Nexus-aligned risk and resilience financeGuide what GRA focuses on and how it worksHelp design shelves, products, and servicing norms that will outlast themAct as connectors between GRA and leading treasuries, regulators, financial institutions, and operatorsCouncil Members in good standing may later be nominated or elected to the GRA Board.Key ResponsibilitiesAs a Founding Council Member of GRA, you will focus on:Mission and roadmap: Co-shaping GRA’s mission and initial 3–5 year roadmap for sovereign, sub-sovereign, and sectoral risk-finance programs.Program and shelf design: Reviewing and advising on the structure of core facilities (e.g., contingent credit, parametric programs, resilience bonds) so they are bankable, scalable, and consistent with public-finance constraints.Rules and clocks: Helping define clear, practical rules for pricing, triggers, payout timelines, servicing standards, and priority-of-payments that counterparties can reliably operate under.Regulatory and legal fit: Stress-testing programs against debt-management, budget, regulatory, and fiduciary realities in different jurisdictions.Alignment with Nexus stack: Ensuring GRA programs are visibly anchored to GCRI evidence, GRF standards, and NSF protocol and conformance.Market and partner access: Opening doors to key ministries, DFIs/MDBs, insurers, asset owners, banks, and utilities that should sit on or around GRA programs.Issue and investor perspective: Bringing issuer, investor, and supervisor perspectives into design discussions so facilities can actually place risk and attract capital.Participation and stewardship: Joining as a paid Founding Council Member, attending Council sessions/working groups, and actively helping to recruit and onboard high-caliber peers and institutions into the GRA Council.Candidate ProfileWe are seeking frontier leaders in risk finance, capital markets, and public finance, typically with 15+ years in one or more of:Sovereign and sub-sovereign finance – ministers or deputies, treasury/DMO leadership, senior sovereign risk or fiscal strategy roles.Capital markets and structured finance – senior roles in investment banking, asset management, structured products, or capital-markets divisions.Insurance, reinsurance, and risk transfer – leadership roles in (re)insurers, brokers, specialty and catastrophe lines, or ILS platforms.Development and climate finance – senior roles in DFIs/MDBs, climate funds, or philanthropic vehicles focused on resilience and disaster risk finance.Infrastructure and utility finance – leadership in financing and risk management for energy, water, transport, logistics, or digital infrastructure.You should have a demonstrable track record of building or transforming financial programs, platforms, or institutions, not only participating in them.Capabilities and MindsetStrategic and systems thinker, linking risk intelligence, capital markets, public finance, and real-economy outcomes.Architecture builder, motivated to design program governance, term sheets, and servicing frameworks others will rely on.Public-interest and fiduciary orientation, balancing risk-transfer and return with equity, sustainability, and long-term resilience.Cross-domain convener, able to move ministers, regulators, investors, and operators from diagnosis to executable programs.Long-term perspective, seeing GRA as a multi-year, system-level architecture build.Eligibility, Membership, and IndependenceHolds a full-time primary role and can commit sustained Council-level time.Commits to join as a paid Founding Council Member and to remain in good standing (dues, engagement, disclosures).Meets integrity, independence, and professional standards consistent with the GRA Charter & Bylaws.Willing to disclose relevant interests and abide by conflict-of-interest, conduct, and recusal policies.Not in a position where Council service would create unmanageable conflicts.
